Summary of the "Pilot Project for Establishing Standardized Agricultural and Forestry Raw Material Areas for Domestic Consumption and Export"

On December 19th, Deputy Minister of Agriculture and Environment Tran Thanh Nam chaired an online conference to summarize the "Pilot Project for Building Standardized Agricultural and Forestry Raw Material Areas for Domestic Consumption and Export in the 2022-2025 Period". The conference was held online with 11 provinces and cities that have standardized agricultural and forestry raw material areas.

The pilot project to build standardized agricultural and forestry raw material areas for domestic consumption and export in the period 2022-2025 aims to establish 5 standardized agricultural and forestry raw material areas in 11 provinces; expand the Central Highlands coffee raw material area in Dak Nong and Kon Tum ; and build 5 centers for preliminary processing, processing, preservation, and logistics to support cooperatives in developing raw material areas. The total mobilized funding for implementation is 2,975 billion VND, of which the matching funds from businesses, cooperatives, and farmers account for more than 72%.

After four years of implementation, the project has brought about significant changes in reorganizing agricultural and forestry production towards a commodity-based approach, linked to the market and sustainable development. To date, five standardized raw material zones have been established with a total area of ​​nearly 170,000 hectares, an increase of approximately 20% compared to before implementation. The area of ​​raw material zones with consumption linkages with businesses has reached over 120,000 hectares, accounting for more than 70%. Infrastructure investment has met and exceeded the plan, with over 141 km of internal roads upgraded; nine bridges constructed; and many irrigation works and regulating sluices completed. The system for preliminary processing and preservation of agricultural products has been gradually invested in, improving its efficiency.

In the raw material areas, 393 cooperatives were established or restructured; more than 5,500 cooperative officials and members received training in management and traceability. The community-based agricultural extension model continued to be effective with 635 groups established, supporting farmers in applying safe production processes. By the end of 2025, localities had built over 90 production and consumption linkage chains, with the participation of 27 businesses, contributing to increasing the value and sustainability of the raw material areas.

Speaking at the conference, the Vice Chairman of the Son La Provincial People's Committee highlighted the achievements in implementing the Project. Son La province aims to form a concentrated, large-scale fruit production area applying advanced technology, linked with sustainable cooperation between cooperatives and processing and export businesses. To date, the province has supported investment in a transportation route connecting the production area in Chieng Sung commune; built intensive cultivation models for mangoes, pineapples, and passion fruit according to VietGAP standards, covering a total area of ​​85 hectares. The entire province currently has over 85,000 hectares of fruit trees, with an estimated production of 510,000 tons; maintains 262 safe agricultural product supply chains; and grants and manages 214 planting area codes, of which 202 codes are for export. Son La has also attracted many large-scale agricultural processing plants, contributing to increasing added value and stabilizing the output of agricultural products.

Son La province has requested the Ministry of Agriculture and Environment to continue improving mechanisms and policies to support the development of standardized raw material areas; prioritize investment in transportation and irrigation infrastructure in production areas; strengthen trade promotion and market connectivity, creating conditions for Son La agricultural products to participate more deeply in domestic and export supply chains.

Concluding the conference, Deputy Minister of Agriculture and Environment Tran Thanh Nam highly appreciated the results achieved in the implementation of the pilot project to build standardized agricultural and forestry raw material areas in the 2022-2025 period. The Deputy Minister requested localities to continue expanding and developing agricultural raw material areas in a sustainable, environmentally friendly manner, ensuring standards for processing, domestic consumption, and export. Priority should be given to localities with raw material areas linked to key national, regional, and local agricultural products, possessing competitive advantages and the ability to form stable supply chains.
