General review of bank accounts and phone SIMs to prevent fraud

Concluding the 2nd meeting of the Government's Steering Committee on Science , Technology, Innovation, Digital Transformation and Project 06 (Steering Committee) online with ministries, branches, central agencies and 63 provinces and centrally run cities on the morning of May 17, Prime Minister Pham Minh Chinh, Head of the Steering Committee, requested that in the coming time, 3 strategic digital breakthroughs must be promoted, including: digital institutions, digital infrastructure and digital human resources.

Resolute direction and synchronous implementation

The meeting listened to reports and discussed the assessment of the implementation results of the Government's Resolutions on the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; the implementation results of Project 06; the results of administrative reform and key tasks in the coming time.

According to the Steering Committee, after 4 months of implementing the Government's Action Program to implement Resolution No. 57-NQ/TW of the Politburo , there have been initial strong changes in the development of science, technology, innovation and national digital transformation. In particular, it has raised awareness and made breakthroughs in innovation in thinking about developing science, technology, innovation and national digital transformation. Perfecting institutions, eliminating all thoughts, concepts and barriers that are hindering development. Increasing investment and perfecting infrastructure for science, technology, innovation and national digital transformation. Developing and promoting high-quality human resources and talents to meet the requirements of developing science, technology, innovation and national digital transformation. Promoting digital transformation, application of science, technology and innovation in the operations of state agencies. Strongly promoting science, technology, innovation and digital transformation activities in enterprises. Strengthen international cooperation in science, technology development, innovation and digital transformation.

Currently, the rate of online public services over the total number of administrative procedures nationwide in April reached 50.4%, the National Public Service Portal provided 3,525 online public services. The total revenue of the entire e-commerce market in Vietnam in the first three months of the year reached 101 trillion VND, an increase of 42.29% over the same period in 2024. Revenue from the information technology industry in April 2025 is estimated at more than 423 trillion VND, an increase of 44.41% over the same period in 2024. The total number of digital signature certificates issued as of May 12, 2025 is more than 17 million...

However, some ministries, branches and localities have not completed the tasks assigned by the Prime Minister; the implementation of the National Assembly's Resolution and the Government's Decree on piloting breakthrough policies for science, technology, innovation and national digital transformation has not changed significantly; the prioritization and allocation of funding for science, technology, innovation and digital transformation is not drastic; the provision of online public services by ministries, branches and localities has changed very slowly; the information systems for handling administrative procedures of many ministries, branches and localities have not met the requirements; the shared digital platforms of ministries and branches are still isolated and only used within a narrow scope; there are no guidelines for determining indicators for online direction and management based on data.

Along with that, the development and promulgation of programs to promote smart production and digital transformation in 10 key areas have not yet met requirements; solutions and tools to monitor medical examination and treatment facilities have not been completed to connect electronic health records, referral papers, re-examination appointment papers, and test results; ministries, branches, and localities do not have specific action plans to implement the national strategy on research, development, and application of artificial intelligence; the application of artificial intelligence is still at the experimental level, small-scale, and not yet practically effective...

Concluding the meeting, the Prime Minister, Head of the Steering Committee, commended the efforts, attempts and achievements of ministries, branches and localities; the drastic direction of the members of the Government Steering Committee, especially the important contributions of the Ministry of National Defense, the Ministry of Public Security, the Ministry of Science and Technology; the consensus, support and active participation of people and businesses in the development of science, technology, innovation, digital transformation, administrative reform and Project 06.

According to the Prime Minister, the leadership and direction work has been deployed resolutely and organized synchronously with high determination from the Central to the grassroots levels. Institutions, mechanisms and policies related to science, technology, innovation, digital transformation, administrative reform and Project 06 continue to be focused on completion, in which the Government has issued 11 Decrees and the Vietnam Digital Government Architecture Framework.

Digital transformation continues to develop strongly with the promotion of 5G service deployment nationwide, internet speed is in the top 20 countries in the world, allowing the deployment of Starlink satellite internet; e-commerce continues to develop strongly; ICT industry has developed quite well, with digital technology product exports in the first 4 months of 2025 reaching 49.4 billion USD; non-cash payments are widely deployed; tax management and electronic invoices are implemented drastically and effectively.

The implementation of Project 06 has been strongly promoted and spread, bringing practical results to people and businesses, strengthening social management and serving socio-economic development; the national population database has been promoted, bringing practical results; online public services serving people and businesses have been increasingly improved, with 58/76 essential online public services deployed and 200 administrative procedures that can reduce the number of documents.

Administrative reform work has been vigorously implemented, especially the arrangement and streamlining of the state administrative apparatus, including completing the arrangement and streamlining of the Government apparatus to 14 ministries and 3 ministerial-level agencies; at the same time, quickly and drastically implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model.

Pointing out the shortcomings, limitations and slow-progressing tasks, the Prime Minister said that 30 localities and 17 ministries and branches have not yet issued indicators to serve the direction and administration work based on data; 31 tasks of Project 06 are behind schedule; some localities at provincial and communal levels have not yet deployed the Public Administration Center...

The Prime Minister said that the reasons were that science, technology, innovation, digital transformation, administrative reform and Project 06 had not received due attention; some ministries, branches and localities were not resolute in implementation and organization, lacked political determination, the role of leaders had not been promoted; discipline and order were not strict; there was no effective coordination between agencies and units, especially in handling inter-sectoral problems and shortcomings; there was still a situation of pushing things around, a mentality of hesitation, fear of mistakes and fear of responsibility.

Promoting 3 digital strategy breakthroughs

Analyzing the context and situation, the Prime Minister pointed out that in the coming time, to promote science, technology, innovation, digital transformation, administrative reform and Project 06, it is necessary to combine simplification and cutting of cumbersome and troublesome administrative procedures; abolish the request-grant mechanism; reduce compliance costs for people and businesses; promote public-private partnership to mobilize all resources for development; implement rapidly, effectively, and with comprehensive breakthroughs; take people and businesses as the center, subject, driving force, and resource of development.

Stating that the key goal of the coming time is to "accelerate and break through" to achieve the socio-economic development target of 2025, with GDP growth reaching at least 8%, creating momentum and driving force for double-digit growth in the following years, the Prime Minister requested to strongly innovate leadership, direction, administration, working style and manners towards science, professionalism and modernity with the motto "Slim apparatus - Connected data - Modern administration"; allocate funding, ensure the target of spending 3% of the total annual State budget expenditure on science, technology, innovation, digital transformation, administrative reform and Project 06; promote 3 digital strategic breakthroughs including: breakthrough in digital institutions; breakthrough in digital infrastructure and breakthrough in digital human resources.

Prime Minister Pham Minh Chinh requested ministries, branches and localities to raise awareness, make breakthroughs in innovative thinking, determine strong political determination, resolutely lead and direct, create new momentum and new spirit in the whole society in developing science, technology, innovation, digital transformation, administrative reform and Project 06.

Directing to continue reviewing, building and perfecting institutions, mechanisms and policies; ensuring resources for science, technology, innovation, digital transformation, administrative reform and Project 06, Prime Minister Pham Minh Chinh assigned Deputy Prime Ministers to direct and relevant ministries and agencies to amend, supplement and perfect legal documents related to implementing the one-stop and one-stop mechanism in handling administrative procedures; implementing the Law on Data and developing national data; decrees guiding the implementation of 19 laws and 3 resolutions related to science, technology, innovation, digital transformation, administrative reform and Project 06 being submitted to the National Assembly at the 9th session; promulgating a list and codes of Vietnamese administrative units in accordance with the plan to reorganize the provincial merger apparatus, organize two-level government...

Assigning Deputy Prime Minister Ho Duc Phoc to direct ministries and branches to urgently develop projects to implement policy testing mechanisms to promote research, development, application, and transfer of strategic technology in the sectors and fields under their management, the Prime Minister pointed out that ministries, branches, and localities must build digital databases.

Requires the development of synchronous and modern digital infrastructure, especially the development of telecommunications satellites, national telecommunications backbones, expansion of 5G coverage, development of Internet of Things infrastructure, especially putting the National Data Center into operation... The Prime Minister directed to organize controlled testing with new technology industries and develop smart production, smart governance; effectively promote science and technology funds, venture capital, startups, and innovation.

Ministries, branches and localities need to focus on comprehensive digitalization of activities; promote administrative reform, build a professional and modern administration; effectively implement new mechanisms and policies in the management of civil servants and public employees; promptly develop and issue guiding documents to resolve difficulties and problems arising when merging provincial-level administrative units and reorganizing commune-level administrative units to ensure that the apparatus after the reorganization operates smoothly, without interruption, and without leaving any legal gaps.

Emphasizing decentralization and delegation of power, the Prime Minister requested ministries, branches and localities to continue to promote the provision and improve the quality and efficiency of online public services, associated with the arrangement of administrative units; upgrade and develop the administrative procedure settlement information system at the ministerial and provincial levels to meet the requirements of digitalization, implementing administrative procedures regardless of administrative boundaries; complete the public administrative service center to settle administrative procedures for people and businesses; accelerate digitalization, enhance integration, sharing and reuse of data; ensure smooth and continuous implementation of administrative procedures; promote the implementation of Project 06.

Citing the case of discovering and destroying a ring of more than 100 tons of fake modern medicine and functional foods, which the Party Committee, government and functional agencies did not know about before, the Prime Minister said that this could only happen because of a lack of fighting spirit or bribery; requiring localities to establish working groups and organize the destruction of crimes of smuggling, trade fraud, trading in counterfeit goods, counterfeit goods, copyright infringement, intellectual property infringement, etc.

The Prime Minister also assigned the Ministry of Public Security to coordinate with the Ministry of Science and Technology, the State Bank of Vietnam and relevant agencies and enterprises to launch a campaign to review bank accounts and phone SIM cards to strengthen state management and prevent online fraud crimes.

The Prime Minister requested ministries, branches and localities, based on their functions, tasks and powers, to proactively organize and effectively implement tasks, avoiding formalities and formalities, in the spirit of "thinking honestly, speaking honestly, doing honestly, achieving real results and people enjoying real achievements"./.
