On the morning of June 25, the Ho Chi Minh City People's Committee held a conference to announce the Project to adjust the Ho Chi Minh City Master Plan to 2040, with a vision to 2060.
Mr. Bui Xuan Cuong, Vice Chairman of the City People's Committee, assessed that the approved Planning this time is not only a legal requirement, but also creates a basis for the City to concretize development goals in the new period, effectively exploit specific mechanisms and policies, creating a strong driving force for breakthrough and sustainable development of the city and the key economic region in the South.

This planning project defines the vision to 2060: “Ho Chi Minh City - A global, civilized, modern, and humane city - with a development level on par with major cities in the world ; an economic, financial, and service center of Asia; playing a key role in growth, a driving force for the development of the Southern region and the whole country; a place with a high standard of living and quality of life, with distinctive economic and cultural development, attracting international financial institutions and economic groups.”
The key objectives of the planning include: Developing a multi-center urban space, promoting creativity and high interaction, associated with the development of a knowledge-based and high-tech economy; Organizing a regional infrastructure system, enhancing inner-city and international connections, and developing urban areas in the direction of public transport;
Preserve and promote the values of the city's diverse architectural, landscape and ecological spaces, especially the typical values of urban areas in river and estuary areas, and adapt to climate change.
According to Mr. Cuong, the content of the approved City Master Plan has been studied in the overall connection of the whole region, taking into account the regional connection between the City and the provinces and cities in the Southeast region (including Binh Duong and Ba Ria - Vung Tau ), including the development model, population, land use, traffic infrastructure, technical infrastructure... placed in the structure of the urban system of the whole region.
The Vice Chairman of the City People's Committee affirmed that the approved master plan adjustment project will be the foundation for the planning of a unified Ho Chi Minh City in the near future when Ho Chi Minh City is preparing with the whole country to reorganize the apparatus, administrative units and focus all efforts to immediately start the process of operating and developing a new Ho Chi Minh City merged with Binh Duong and Ba Ria Vung Tau.
Connecting 168 communes and wards and testing the digital platform
In addition to organizing directly at the Ho Chi Minh City People's Committee, the City also coordinated with Ba Ria - Vung Tau and Binh Duong provinces to organize the Conference online to 168 locations; at the same time, deploying the pilot operation of digital platforms serving the two-level government in 168 wards, communes, and special zones.
As soon as the planning announcement is completed, the Secretary of the Ho Chi Minh City Party Committee will chair a meeting with 168 communes, wards, and special zones to evaluate the results of the pilot implementation of digital platforms.
At the same time, carry out tasks related to the preparation for the ceremony to announce the resolutions of the National Assembly, the decisions of the Central Committee, and the decisions of the localities on merging administrative units, establishing party organizations, the Vietnam Fatherland Front of the City, communes, wards, and special zones.
Thoroughly grasp some contents related to the work of arranging, organizing the apparatus and administrative units.
Specifically, the central urban zoning (the area located inside Ring Road 2 and north of Doi Canal and Te Canal);
Eastern zone (current Thu Duc City - expected to develop into Thu Duc urban zone);
Western subdivision (including the northern area of the central urban subdivision and part of the southern area - the part west of Can Giuoc River of Binh Chanh district and the part west of National Highway 1 of Binh Tan district today - expected to develop into Binh Chanh urban subdivision);
Northern subdivision (including Cu Chi district, Hoc Mon district and the northern part of National Highway 1 in District 12 today - expected to develop into Cu Chi - Hoc Mon urban subdivision);
Southern subdivision (including the area south of Kenh Doi in District 8, the area east of Can Giuoc River in Binh Chanh District, District 7 and Nha Be District at present - expected to develop into the urban subdivision of District 7 - Nha Be);
Southeast zone (including the entire current Can Gio district - expected to develop into Can Gio urban zone).
