On January 5th, the Chairman of the People's Committee of Ho Chi Minh City, Nguyen Van Duoc, signed Decision No. 3645/QD-UBND on the restructuring of the Steering Committee for combating illegal, unreported, and unregulated (IUU) fishing in the city.
According to the decision, the Ho Chi Minh City IUU Steering Committee is chaired by Mr. Hoang Nguyen Dinh, Member of the Standing Committee of the City Party Committee and Vice Chairman of the Ho Chi Minh City People's Committee. Ms. Pham Thi Na, Deputy Director of the Department of Agriculture and Environment, serves as the permanent Vice Chairman. The other Vice Chairmen include: Major General Tran Thanh Duc - Deputy Commander of the Ho Chi Minh City Command, and Colonel Le Quang Dao - Deputy Director of the Ho Chi Minh City Police.

The Steering Committee has 28 members, including representatives from the leadership of departments, agencies, armed forces, media outlets, and local governments of the city's coastal and island areas.
The Steering Committee is tasked with advising and assisting the Chairman of the Ho Chi Minh City People's Committee in directing, inspecting, and supervising the comprehensive implementation of solutions to combat IUU fishing, developing plans and key tasks, and promptly resolving difficulties and obstacles beyond the authority of the units. At the same time, the Steering Committee organizes annual reviews and summaries, and submits periodic or ad hoc reports to the Ho Chi Minh City People's Committee, the Ministry of Agriculture and Environment , and the National Steering Committee on IUU.

The members of the Steering Committee work on a part-time basis, coordinating closely in monitoring, supervising, and evaluating implementation results. The Steering Committee is permitted to establish a support team to assist in the implementation of tasks, with operating funds proposed and allocated by the Ho Chi Minh City Department of Agriculture and Environment in accordance with state budget regulations.
This decision takes effect from the date of signing and replaces Decision No. 686/QD-UBND dated August 15, 2025.
