To fundamentally handle the situation of encroachment on sidewalks and roads, the Ho Chi Minh City Department of Construction said it will advise the Ho Chi Minh City People's Committee to set up specialized inspection teams to visit "hot" roads to inspect and evaluate the situation of sidewalk order management.
These delegations will also work directly with localities to determine the causes and propose appropriate solutions.
In addition, the city is also studying the installation of additional surveillance camera systems to punish people who encroach on roadsides and sidewalks, first in areas with long-term, complex violations, including Binh Duong and Ba Ria - Vung Tau (old).
This task is assigned to the Ho Chi Minh City Urban Traffic Management and Operation Center to preside over and coordinate with relevant units to survey and make specific proposals.
Previously, Tuoi Tre newspaper reported on the situation of many streets in Ho Chi Minh City where sidewalks were encroached upon for business, parking, shops and stalls, motorbikes and cars parked right on the walkways...
In many places, pedestrians are forced to walk on the road. Many readers are upset about this situation, which has been going on for many years and has not been thoroughly resolved.
According to the Ho Chi Minh City Department of Construction, the department does not directly impose fines but acts as the standing agency of the Traffic Safety Committee in the infrastructure sector, responsible for monitoring, urging and recommending the Ho Chi Minh City People's Committee to direct localities to handle the matter.
From July 1, 2025, the authority to sanction sidewalk encroachment will be transferred to the commune and ward levels. Previously, this authority belonged to the People's Committees at the district and commune levels at the same time.
Through inspection, the Department of Construction noted that many places have had positive changes. However, the situation of re-encroachment is still common.
The most complicated are the roads bordering administrative boundaries, residential areas, industrial parks, spontaneous markets, hospitals,...
Tighten management of sidewalk encroachment, apply "cold fines"
Immediately afterwards, on February 27, 2025, Vice Chairman of Ho Chi Minh City People's Committee Bui Xuan Cuong urgently directed localities to review and handle hotspots such as Nguyen Gia Tri Street (old Binh Thanh District), Hung Vuong (old District 5), Tran Xuan Soan (old District 7)...
The city also requires tightening management with many solutions such as legal review, including emulation criteria and applying "cold fines" to strictly handle violations.
