Ho Chi Minh City is reviewing the use of "fake" foreign language certificates among civil servants.

The scam group counterfeited genuine Cambridge certificates to deceive people in need and steal their money.

Accordingly, the Ho Chi Minh City People's Committee has sent a document to all departments and agencies requesting that administrative agencies and public service units in the city urgently review the use of Cambridge International language certificates and other types of diplomas and certificates by their employees.

The Ho Chi Minh City People's Committee requires all units to strictly handle, without tolerance or cover-up, cases of officials, civil servants, public employees, and workers using foreign language certificates bearing the Cambridge International name, as well as other diplomas and certificates that do not comply with legal regulations. After reviewing, the agencies must report the results to the Ho Chi Minh City People's Committee through the Department of Internal Affairs before December 1st.

Also in the directive regarding the review of certificates and diplomas of civil servants and public employees, the Ho Chi Minh City People's Committee noted that agencies should strengthen propaganda and dissemination efforts to all officials, civil servants, public employees, and workers under their management to raise awareness, prevent crime, and strictly comply with legal regulations on the management and use of diplomas and certificates.

Specifically, individuals should not participate in training programs, refresher courses, examinations, or assessments, and should not use diplomas or certificates issued by organizations or individuals that are not legally authorized to do so. Any instances of participation in training programs, refresher courses, examinations, or assessments, or the use of diplomas or certificates issued by organizations or individuals not permitted by law, should be promptly reviewed, processed, or reported to the competent authority for consideration and handling.

The Ho Chi Minh City People's Committee has requested the Department of Internal Affairs to monitor, urge, and report to the People's Committee for consideration and handling of heads of agencies and units who are irresponsible and allow violations to occur without timely corrective measures as prescribed.

Simultaneously, coordinate with relevant agencies and units to regularly monitor and inspect the declaration and use of diplomas and certificates by officials, civil servants, and employees in the city in accordance with regulations.

Recently, the People's Committee of Cu Chi District (Ho Chi Minh City) issued a document requesting specialized units of the district, public service units, the District Red Cross Society, and the People's Committees of communes and towns, as well as public kindergartens, primary schools, and secondary schools, to review Cambridge International language certificates of officials, civil servants, public employees, and teachers.

This move reportedly follows the Ministry of Interior's directive to ministries, provinces, and cities regarding the review of foreign language certificates. The Security Investigation Agency of the Hanoi City Police had requested the ministry to notify relevant agencies responsible for managing officials and civil servants to conduct checks, reviews, and take action against officials and civil servants using illegal foreign language certificates bearing the name of Cambridge International.

If it is discovered that an official is using a certificate in violation of the law, the competent authority should be requested to review and handle the matter.

Investigators have determined that several individuals devised and created a sample Cambridge International certificate with many similarities to the language certificates of reputable organizations worldwide in order to deceive people in need and extort money. Hanoi City Police have indicted six individuals on charges of fraud and appropriation of property related to the issuance of the aforementioned English language certificates.
