The software for managing, licensing, and collecting fees for temporary use of roads and sidewalks, developed by VNPT Ho Chi Minh City, serves management agencies, citizens, and businesses with functions including online application submission, licensing processing, electronic file management, and connection with the Ministry of Construction 's Administrative Procedure Information System.

The entire licensing process will be managed on Ho Chi Minh City's digital map, allowing authorities to visually monitor locations where roads and sidewalks are temporarily used.
The system also integrates features for collecting fees and charges, generating statistical reports, and supporting operational tasks. The application is expected to be released on the Play Store and Apple Store, making it easier for citizens to process and submit applications using their smartphones.
The Ho Chi Minh City People's Committee has assigned the Department of Construction to coordinate with local authorities and relevant units to provide baseline data, including a list of roads permitted for temporary use, boundary maps, and fee rates, in order to configure the system.
Initially, Ho Chi Minh City prioritizes implementation in a few representative areas in the city center, suburbs, or areas with high demand for road and sidewalk use. After an 18-month pilot period, Ho Chi Minh City will comprehensively evaluate the effectiveness of the implementation to consider the next steps.
According to regulations, only six categories of cases are considered for temporary use of roads and sidewalks: serving political , cultural, and sporting events; disaster prevention and relief; construction; waste and construction material collection; funeral and wedding ceremonies; and parking when necessary. Business and trading activities are not eligible for permits.
The Ho Chi Minh City Department of Construction also requested that localities strengthen management and collect fees for the temporary use of roads and sidewalks. The reason is that many previously granted permits have expired but still exist, especially at parking areas, service businesses, and goods trading locations.
Therefore, the Ho Chi Minh City Department of Construction proposes that units assigned to manage public assets review all cases of improper use of roads and sidewalks according to Decree 165/2024/ND-CP to require them to cease use, restore the original condition, and fulfill all financial obligations as prescribed.
Recently, An Dong ward (formerly part of District 5) also piloted the "An Dong Street and Sidewalk Permit" software. Initial assessments indicate the software is operating quite stably.
