According to the report on the implementation of Resolution 57 of the Politburo and Resolution 71 of the Government on breakthroughs in science, technology, innovation and national digital transformation, the Ho Chi Minh City People's Committee stated that developing the low-income economy is one of the key priorities for the period 2025-2030, with a vision to 2045.

Simultaneously, the city will promote research and development (R&D), design, and manufacturing of unmanned aerial vehicles (UAVs). This aims to master fundamental technologies, including core technologies such as hardware, software, facilities, and management infrastructure.

In the coming period, Ho Chi Minh City will test the application and operation of unmanned aerial vehicles (UAVs). These include areas such as smart agriculture ; urban security and order monitoring; transportation and delivery; rescue and relief operations; and even passenger transport (flying cars, flying motorcycles...). Simultaneously, a system for managing and coordinating UAVs will be established and tested.

Ho Chi Minh City has requested the Government to promptly issue a plan for developing the low-income economy to facilitate its implementation.

In addition, Ho Chi Minh City also proposed allowing a pilot co-investment sandbox mechanism. This would permit the city, together with the Vietnam National University Ho Chi Minh City and other universities, to invest in building shared infrastructure (R&D laboratories, AI-powered computing infrastructure), and constructing new technology testing zones.

At the working session between the Ho Chi Minh City People's Committee and Deputy Minister of Science and Technology Vu Hai Quan on November 29th, regarding the implementation of tasks and solutions assigned in Resolution 57 and Resolution 71, the Director of the Department of Science and Technology, Lam Dinh Thang, stated that the key task for the 2025-2030 period is to strive to bring Ho Chi Minh City into the top 100 dynamic global ecosystems.

Currently, the contribution of total factor productivity (TFP) to the city's GRDP is over 50%, demonstrating that science and technology have made a substantial contribution to the city's growth.

Mr. Lam Dinh Thang added that in 2025, Ho Chi Minh City will allocate more than 5,373 billion VND for science and technology, innovation, and digital transformation, accounting for 1.84% of the city's total budget expenditure, higher than the central government's target of 1.5%.

The city's science and technology investment plan for 2026 is 5,879.5 billion VND.

At its 19th session on November 24, 2024, the Ho Chi Minh City People's Council passed a Resolution stipulating the criteria, areas, and content for supporting controlled testing of new technology solutions within high-tech zones and concentrated information technology zones.

For unmanned aerial vehicles (UAVs), Ho Chi Minh City has set out several features and technical specifications that need to be met, such as a wingspan of 400-1,570mm, a maximum takeoff weight of 70 kg, a maximum flight speed of 100 km/h, and a flight altitude of less than 200m.

For experimental autonomous vehicles, the maximum speed is 20 km/h, and the vehicle's remote control needs to display journey information such as mode, time, battery voltage, satellite location, and speed.

Unmanned aerial vehicles (UAVs) will be tested in the Ho Chi Minh City High-Tech Park, while autonomous vehicles will be tested in the High-Tech Park and Quang Trung Software Park. Testing will take place from 7 am to 5 pm daily.

The resolution also stipulates that Ho Chi Minh City's budget will provide nearly 5.8 billion VND to support technological solutions related to unmanned aerial vehicles and autonomous vehicles.
