According to a report by the Ho Chi Minh City Statistics Department, as of November 23rd, the total disbursed investment capital from the State budget was 26,900 billion VND, reaching 39.2% of the 2023 capital plan assigned by the Ho Chi Minh City People's Committee and 38.1% of the capital plan assigned by the Prime Minister .
It is estimated that by the end of November 2023, disbursements reached VND 30,807.8 billion, achieving 44.9% of the capital plan assigned by the City People's Committee and 43.7% of the capital plan assigned by the Prime Minister.
Ho Chi Minh City has disbursed nearly 45% of its public investment funds.
According to the Ho Chi Minh City Statistics Department, the Metro Line 1 project (Ben Thanh - Suoi Tien) has completed over 95% of its total volume. Some packages have reached over 98% completion, and the project is planned to begin commercial operation in July 2024.
The Ho Chi Minh City Urban Railway Management Board is accelerating the progress of the entire project, focusing on trial runs of Metro trains, construction of pedestrian bridges, and completion of stations.
The project to expand National Highway 50 in Binh Chanh district has reached over 35% completion on the parallel road section, and the existing National Highway 50 expansion section, over 2.5 km long, is currently being tendered.
Contractors are making efforts to speed up progress, but due to land acquisition issues and the relocation of technical infrastructure, the project is behind schedule. Contractors are currently working on a piecemeal basis, constructing wherever land is available.
Two areas where land clearance is still pending are significantly impacting the overall project progress: a 200-meter section at the project's starting point, where the parallel road to National Highway 50 intersects with Nguyen Van Linh Street; and approximately a 50-meter section at the intersection of the parallel road with the existing National Highway 50. The National Highway 50 expansion project is expected to be completed by December 31, 2024.
Regarding Component 2 of the Ho Chi Minh City Ring Road 3 project, compensation is currently being accelerated, with land handover reaching over 94%; land clearance progress in Hoc Mon district has been completed, Cu Chi district has reached 98%, Binh Chanh district 96%, and Thu Duc City 90%. Accordingly, the main compensation issues are in Thu Duc City, where payments have been made to 412 out of 587 cases.
For Component 1 of the Ho Chi Minh City Ring Road 3 project, the section passing through the city is divided into 14 construction packages; including 10 main construction packages and 4 auxiliary packages for operation and maintenance; it is expected that all main construction packages will commence in 2023.
To date, Ho Chi Minh City has completed the contractor selection process for 5 out of 14 bidding packages. Construction is accelerating on these packages, and the city's Ring Road 3, passing through Hoc Mon district, is gradually taking shape.
The Nhon Trach bridge project has reached over 38% completion, exceeding the planned schedule by 5%. Specifically, the land at the Ho Chi Minh City end of the bridge has been fully handed over, facilitating construction and leading to the project's completion four months ahead of schedule.
According to city authorities, Component 1 of the Ring Road 3 project through Ho Chi Minh City is facing difficulties in the supply of soil and sand for embankment. This is also a common difficulty for expressway projects under construction in the Southeast and Mekong Delta regions.
Regarding the An Phu intersection project (Thu Duc City), all project components are currently being constructed at a high intensity by the relevant units to ensure the project's progress. The underpass area on Mai Chi Tho Street has completed the 5th span and poured the concrete foundation; the final section of the underpass towards the Saigon River tunnel is currently undergoing site preparation.
The construction of the Ba Dat bridge (at the tunnel end) is expected to be completed in its basic form by the end of December, with technical traffic opening in early 2024; 2 months ahead of the overall project schedule.
Construction of the Giồng Ông Tố bridge, in the Đồng Văn Cống road area, has been completed, and preparations are underway for the installation of the bridge girders between the two existing Giồng Ông Tố bridges. The project is expected to open for technical traffic in October 2024.
