At the conference, Mr. Nguyen Ngoc Hoa - Chairman of HUBA said that Ho Chi Minh City is implementing a two-tier urban government model with many positive changes: administrative procedures are streamlined, decentralization and delegation of power to departments, branches and localities are enhanced, thereby improving the efficiency of serving people and businesses. These reforms initially improve the investment and business environment, creating a foundation for more modern and effective urban development.
The city's business community has taken initial steps to adapt to policy changes. FDI enterprises, especially multinational corporations, are actively coordinating with tax authorities to review incentives and adjust investment strategies. Export enterprises are restructuring their supply chains and value-added systems to meet new requirements. Meanwhile, the small and medium-sized enterprise sector, although still having many concerns, has proactively enhanced its management capacity, financial transparency and gradually complied with international accounting and tax standards to improve its ability to integrate and attract global cooperation.
Facing the trend of administrative reorganization, HUBA is also restructuring the association system to adapt to the new urban government model in a streamlined and efficient manner, ensuring the role of connecting and representing business interests.
In the past 6 months, HUBA has proactively contributed opinions to many important draft laws related to production and business activities such as: Law on Corporate Income Tax, Law on Enterprises, Law on Bidding, Law on Product and Goods Quality, Law on Investment, Law on Import and Export Tax... and many contents related to the legal framework for business households and individuals.

In particular, HUBA organized a workshop on “Removing policy shortcomings to promote the role of the private economy ” to record opinions from production and business practices and send them to policy-making agencies in the process of drafting the Resolution on private economic development. When Resolution 68-NQ/TW was officially issued on May 4, 2025, it created a new wave of expectations and confidence in the business community.
At the same time, HUBA has implemented many investment promotion activities, expanded business connections with localities; and promoted social and charity work with a total value of up to 6.6 billion VND. Outstanding programs include sponsoring charity houses, houses of gratitude, eliminating temporary houses, caring for the poor, the disabled, children in difficult circumstances... in many provinces and cities.
Speaking at the conference, Mr. Nguyen Ngoc Hoa proposed that the Ho Chi Minh City People's Committee soon issue a policy to reorganize the system of business associations and professional associations after administrative merger. HUBA wishes to be assigned to be the focal point in the work of merging and perfecting associations to avoid overlap and improve operational efficiency.
In addition, to ensure that production and business activities are not interrupted during the transition period, HUBA proposed that the City allow businesses to continue using old address information (in tax records, import and export, contracts, packaging, labels, etc.) until the end of 2025. This is a practical solution, creating favorable conditions for businesses to maintain continuity in commercial and production activities.
HUBA announced the establishment and launch of regional business associations under the association.
On this occasion, HUBA also announced the establishment and launch of its affiliated regional business associations: West Saigon Business Association (including Binh Tan, District 7, District 8, former Binh Chanh); East Saigon Business Association (former Thu Duc, Nha Be, Can Gio); Cho Lon Business Association (former District 5, District 6, former District 11); Northwest Saigon Business Association (former District 12, Hoc Mon, Cu Chi); and Central Saigon Business Association (former District 1, 3, 4, 10, former Phu Nhuan).
This is a strategic move to improve regional operational efficiency and provide closer support to members in the new context.
