After nearly two years of interruption due to procedural obstacles and the transition of regulations under the 2023 Real Estate Business Law, Ho Chi Minh City has just resumed the largest-ever real estate brokerage certification exam.
According to the Center for Housing Management and Construction Inspection (Ho Chi Minh City Department of Construction), the exam attracted 6,099 candidates. Of these, 5,664 registered for new certification and 435 registered for renewal, achieving a rate of approximately 90%, helping to alleviate the pent-up demand for professional certifications.
This exam is being held against the backdrop of a real estate market entering a restructuring phase, requiring higher levels of professionalism and legal knowledge from real estate brokers.
To ensure quality, the organizational process is tightened right from the application review stage. Many cases that did not meet the training duration requirements stipulated in Circular 04/2024/TT-BXD of the Ministry of Construction were disqualified from the start. This is considered a screening step to limit the practice of accelerated learning and superficial training to obtain certificates.
In addition, the organizing body also selects the examination unit through a bidding process with strict technical criteria to ensure transparency and objectivity for the exam.

Ms. Vo Nhu Quynh, Operations Director of Eagle Academy and also a member of the Executive Board of the Vietnam Real Estate Brokers Association, said that most candidates who failed focused on basic knowledge, especially legal content.
This shows that the mindset of "learning shortcuts" and short-term exam preparation is no longer suitable as the requirements for practicing the profession are becoming increasingly stringent. Brokers today must have a solid foundation of legal knowledge if they want to develop long-term careers.
