Ho Chi Minh City strives to be in the top 100 livable cities in the world

On June 25, the People's Committee of Ho Chi Minh City held a conference to announce the Project to adjust the general planning of Ho Chi Minh City to 2040, with a vision to 2060 (Project).

The project is determined that by 2060, Ho Chi Minh City will be a global, civilized, modern, and humane city, with a level of development on par with major cities in the world . Attending the conference were comrades: Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen; Chairman of the Ho Chi Minh City People's Committee Nguyen Van Duoc; Permanent Vice Chairman of the Ho Chi Minh City People's Committee Duong Ngoc Hai; and leaders of ministries, branches, and localities.

Polycentric, diverse ecological space

Speaking at the conference, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong emphasized that immediately after the Prime Minister approved the task of adjusting the master plan, Ho Chi Minh City synchronously deployed many tasks to ensure the progress and quality of the project.

The city's leaders are well aware of the role of implementing national strategies and regional linkages in socio -economic development and have proactively worked and closely coordinated with neighboring provinces and cities such as Binh Duong, Dong Nai, Long An, Tay Ninh, Ba Ria-Vung Tau, Tien Giang, etc. to discuss and unify spatial development orientations, connect traffic infrastructure, protect the environment and effectively exploit the potentials and advantages of the entire region.

At the same time, the Ho Chi Minh City People's Committee has directed departments, branches, districts and Thu Duc City to coordinate and proactively review the current situation, identify key issues, potentials and challenges of each locality.

According to Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong, the Project is an important basis for the immediate establishment of zoning and detailed planning projects, promptly serving the management and reception, investment approval, ensuring there are no "gaps" and "waiting periods" in urban development management to serve the people, businesses and society. At the same time, this will be the foundation for planning in the coming time, when Ho Chi Minh City merges with Binh Duong and Ba Ria-Vung Tau.

According to the Project, the urban model is a multi-center city with diverse ecological spaces. Converging urban development resources by the Saigon River and 9 radial axes (4 East-West axes and 5 North-South axes); spreading economic opportunities along 3 belts and maritime economic corridors.

Regarding the spatial structure, Ho Chi Minh City develops according to 6 sub-zones, organizing the space of the sub-zones associated with the organization of the public transport system, including: Central urban sub-zone; Center of the Northern sub-zone - The intersection area between Ring Road 3 and National Highway 22 to Moc Bai - Ho Chi Minh City Expressway; Center of the Western sub-zone - Tan Kien area; Center of the Southern sub-zone - Phu My Hung area expanding to the South; Center of the Southeast sub-zone - Can Gio coastal urban area; Thu Duc City Center.

At the conference, Mr. Nguyen Viet Quang, General Director of Vingroup Corporation said: “This is not only a responsibility but also an opportunity for businesses to contribute to the historic transformation of the city… We always respect and wish to continue to cooperate with Ho Chi Minh City in researching, proposing and implementing suitable projects,” Mr. Quang shared.

Mr. Dang Minh Truong, Chairman of the Board of Directors of Sun Group, also said: Currently, Sun Group is researching and proposing to participate in investment projects in Thanh Da peninsula, light rail connecting Ho Chi Minh City - Tay Ninh - Binh Duong, Nam Rach Chiec urban area, Rach Chiec sports area, National Cultural and Historical Park... Similarly, Mr. Tran Ba ​​Duong, Chairman of the Board of Directors of Truong Hai Group, pledged to contribute his efforts and intelligence to urban transport infrastructure development projects in Ho Chi Minh City.

Sharing at the conference, comrade Nguyen Van Duoc emphasized that Ho Chi Minh City is aware that the synchronous and effective implementation of the Project is an important premise for the city to maximize its potential and advantages. With the comprehensive restructuring of the development space as the convergence of the three most dynamic economic poles in the country, Ho Chi Minh City, Binh Duong and Ba Ria-Vung Tau, the new Ho Chi Minh City will become a financial - high-tech industrial - marine economic super city with the highest development density in Southeast Asia, with the vision of striving to be in the top 100 livable cities in the world in the near future.

“To achieve the objectives of the Project, I propose that departments, branches, wards and communes can implement zoning and detailed planning as quickly as possible. Based on the detailed planning, I propose that all levels do not require people to apply for construction permits or licenses, but only register for construction according to the direction of the Prime Minister,” Comrade Nguyen Van Duoc directed.

7 things to do to develop a master plan

According to Deputy Minister of Construction Nguyen Tuong Van, to organize and implement the Project to ensure the correct development orientation of the approved planning, the Ministry of Construction proposed that the Ho Chi Minh City People's Committee focus on implementing 7 key tasks.

Firstly, develop plans, organize reviews, establish or adjust, approve specialized technical infrastructure plans, underground space plans, zoning plans, detailed plans, urban designs; review construction investment projects; complete drainage systems and urban environmental treatment in accordance with the general plan.

Second, promptly develop and promulgate the Urban Development Program and Architectural Management Regulations to manage and create architectural works with unique characteristics, as a basis for focusing on investment and construction to improve urban quality and the living environment of city residents.

Third, in the process of implementing the new planning, it is necessary to strictly protect natural ecological areas, river systems, canals, green park spaces, etc.

Fourth, strictly manage investment and development in accordance with spatial orientation, indicators, planned land use functions, and requirements on landscape architecture according to planning projects; ensure the synchronous construction of civilized and modern social and technical infrastructure.

Fifth, it is necessary to focus on issues of environmental protection, flood prevention, climate change adaptation, national defense and security; economical and effective land use; ensuring sustainable socio-economic development and urban environment.

Sixth, large-scale urban development is gradually forming a metropolitan area according to international standards, in parallel with the orientation of spatial development suitable for the new position after the merger of administrative boundaries.

Seventh, focus on training, fostering, and improving professional capacity for staff at specialized agencies on urban and rural planning at all levels of government, especially at the grassroots level (commune and ward), to ensure effective implementation of planning orientations in practice.
