Ho Chi Minh City issues urgent notice.

TPO - The Ho Chi Minh City People's Committee has requested that all units, departments, and agencies, as well as the People's Committees of wards, communes, and special zones, proactively forecast and closely monitor developments in their areas and markets, proactively strengthen coordination and information exchange, and strictly inspect and control key goods, routes, and areas. They should focus on decisively resolving and eliminating long-standing hotspots of intellectual property infringement, preventing their recurrence.

The Ho Chi Minh City Department of Culture and Sports has just sent an urgent document to wards, communes, special zones, and media agencies regarding the dissemination of information on the fight against and prevention of acts infringing on intellectual property rights, copyright, and related rights.

This is an effort to implement the City People's Committee's decision dated May 25th on issuing a plan for intensive monitoring, inspection, and handling of intellectual property infringements.

Accordingly, the Department of Culture and Sports requested the People's Committees of wards, communes, and special zones to strengthen propaganda through the grassroots information system, the grassroots broadcasting system, organize mobile propaganda and visual promotion; and to encourage people, business households, and enterprises to strictly comply with legal regulations on intellectual property, e-commerce, origin and provenance of goods, and consumer rights protection.

At the same time, encourage people to actively participate in detecting, reporting, and denouncing violations at the grassroots level; post information on electronic bulletin boards and local digital platforms, ensuring it is concise, easy to understand, and easily accessible.

Recently, authorities have initiated criminal proceedings in five cases related to copyright and related rights infringement, occurring at various media companies, entertainment firms, and digital content platforms.

The City Department of Culture and Sports also requested that media agencies proactively coordinate with relevant authorities to develop appropriate thematic communication programs, increasing airtime and coverage to publicize and warn about new methods and tactics used by those producing and trading counterfeit goods, goods with fake trademarks, and goods infringing intellectual property rights, especially in cyberspace, e-commerce, digital platforms, and livestream sales.

Timely guidance of public opinion, combating and refuting false and distorted information that causes public panic related to violations and the inspection and handling work of functional agencies, in order to raise awareness and responsibility of officials, civil servants and the people.

Strict management and control are necessary to prevent false advertising on television, radio, newspapers, and specialized magazines under their jurisdiction, which could easily mislead the public.

According to the plan for intensified monitoring, inspection, and handling of intellectual property infringement, the Ho Chi Minh City People's Committee requires all units, departments, and agencies, as well as the People's Committees of wards, communes, and special zones, to seriously and effectively implement the plan; proactively forecast and closely monitor developments in the area and market; proactively strengthen coordination, information exchange, and strict inspection and control of key goods, routes, and areas; and focus on decisively resolving and eliminating long-standing hotspots of intellectual property infringement, preventing recurrence.

Focus inspections on the e-commerce environment, strictly and promptly handling violations of laws on the production and business of essential goods serving people's lives, especially milk products, pharmaceuticals, health supplements, goods infringing intellectual property rights, particularly industrial property rights, and counterfeit goods.

The Ho Chi Minh City People's Committee has instructed the City Police to direct its professional units, departments, and police in wards, communes, and special zones to proactively monitor the situation, conduct basic investigations to identify prominent and complex issues related to intellectual property infringement, organize verification and investigation, combat criminal cases, strictly handle offenders, and completely eliminate hotspots of counterfeit goods and intellectual property infringement, preventing recurrence.

In addition, focus on combating and strictly handling acts of producing and trading counterfeit goods, counterfeit goods bearing trademarks, geographical indications, industrial property rights, and infringing copyright and related rights; dismantling websites and organizations operating websites that violate copyright online with high traffic, especially websites that store and provide pirated films, music , mobile games, and television programs using Vietnamese and foreign languages, particularly English.

The Ho Chi Minh City People's Committee requested the Department of Industry and Trade to direct the City's Market Management Sub-Department to strengthen management of the area, compile a list of organizations and individuals engaged in business activities to develop a monitoring and supervision plan to promptly detect, inspect, and handle violations in commercial, service, and e-commerce activities; clearly identify the areas, subjects of activity, key and specific product groups, and thoroughly handle acts of intellectual property infringement in the city...
