Vice Chairman of the Ho Chi Minh City People's Committee, Bui Xuan Cuong, recently signed a document sent to the Ho Chi Minh City Department of Construction conveying the opinion of the Chairman of the Ho Chi Minh City People's Committee regarding the drafting of a Decision regulating the decentralization of construction order management in Ho Chi Minh City.
Accordingly, the Chairman of the People's Committee of Ho Chi Minh City has approved the proposal of the Department of Construction regarding the registration of the draft decision regulating the decentralization of construction order management in Ho Chi Minh City and the application of simplified procedures in the drafting and issuance of the decision. The Chairman of the People's Committee of Ho Chi Minh City has assigned the Department of Construction as the lead agency to draft the Decision regulating the decentralization of construction order management.

According to the draft, the Department of Construction will be responsible for monitoring, inspecting, detecting, preventing, and handling construction projects for which the Department of Construction has issued construction permits or assessed and approved them; construction projects approved by ministries and ministerial-level agencies; and construction projects approved by specialized departments.
The Management Board of the City's High-Tech Zone; the Management Board of Industrial Parks; and the Management Board of Export Processing Zones and Industrial Parks of the City are responsible for monitoring and inspecting all construction projects within the boundaries of the industrial parks, export processing zones, and high-tech zones under their management. In case of detecting construction violations, they must promptly prevent them and provide written information to the Chairman of the People's Committee of the commune, ward, or special zone for handling within their authority, or propose that the competent authority handle the violation in accordance with regulations if it exceeds the authority of the Chairman of the People's Committee of the commune, ward, or special zone.
The People's Committee of the commune, ward, or special zone is responsible for monitoring, inspecting, detecting, preventing, and handling construction projects that lack a construction permit when one is required by law and issued by a competent state agency; construction projects for which the People's Committee of the commune, ward, or special zone has issued a construction permit or has appraised and approved it according to regulations and the decentralization and authorization of the People's Committee of Ho Chi Minh City; and construction projects or parts of projects that arise after the project has been completed, put into use, or has had its land use right certificate, house ownership certificate, and other assets attached to the land updated.
