Restore the right to choose textbooks to teachers.

The above regulation was included by the Ministry of Education and Training in Circular 27 on the selection of textbooks in general education institutions, replacing the previous Circular 25.

Accordingly, from the 2024-2025 school year onwards, each school will establish its own textbook selection committee instead of relying on the general selection results of the Provincial People's Committee as in previous school years.

The textbook selection committee is established by the principal. The committee includes: the head of the school, the deputy head; representatives of the heads of subject departments, subject groups, and subject offices (collectively referred to as subject departments), representatives of teachers, and representatives of the parent-teacher association.

The number of council members must be an odd number, with a minimum of 11. For general education institutions with fewer than 10 classes, the minimum number of council members is 5.

The council's responsibilities include reviewing the minutes of subject group meetings; teachers' feedback and evaluation forms on textbooks; and the list of textbooks selected by the subject groups.

From there, a list of textbooks selected by the subject departments after evaluation and approval is compiled and submitted to the head of the school.

The Chairperson of the Council is responsible for the operation, planning, and implementation of the council's work plan. In addition, the Chairperson is accountable for the institution's textbook selection.

Based on the results submitted by the Department of Education and Training, the Provincial People's Committee decides to approve the list of textbooks selected for schools in the locality.

Provincial People's Committees must publish the list of approved books for use in schools on mass media before April 30th of each year.

During the implementation process, if teachers, students, and parents have suggestions, schools will propose adjustments or additions to the list of textbooks to the Department or Ministry of Education and Training.
