Students wishing to transfer schools can submit their applications through various methods, as stipulated in the draft Circular promulgating the Regulations for primary schools, junior high schools, high schools, and multi-level general education schools recently issued by the Ministry of Education and Training .
Accordingly, students transferring schools can submit their applications to the receiving school through the public service portal or submit them online, in person, or by mail . Schools receiving transfer applications are responsible for responding within no more than 5 days (if transferring within the same province or city) and no more than 8 days (if transferring outside the province or city).
If the application is not approved, the reasons must be clearly stated, and the application must be returned to the student or their parents in the same manner as when it was received.
Once the receiving school agrees to accept the student, the student, their parents, or guardians submit a transfer application to the transferring school.
Within no more than 3 days, the principal of the transferring school is responsible for returning the student's records. Within no more than 5 working days from the date of receiving all the records, the principal of the receiving school must organize discussions, surveys, consultations, and assign the student to a class.
The draft regulations also change the functions of education management, shifting the responsibility from the district-level People's Committee and district-level education and training department to the commune-level People's Committee and the district-level culture and social affairs department, in order to align with the context of implementing a two-tiered government system.
The draft regulations clarify the rights and responsibilities of teachers and staff, specify rules of conduct in schools, prevent school violence, and deter violations of professional ethics.
The draft also removes some provisions that are no longer consistent with the regulations in the Education Law and the Teacher Law, such as removing the regulation on granting junior high school graduation certificates, removing the regulation on textbook selection because from the next school year all schools nationwide will use a unified set of textbooks, and removing the regulation on school councils for public schools…
In addition, specific regulations on standards for facilities, teaching equipment, libraries, and quality assurance conditions should be added to create incentives for investment and modernization of schools.
The draft regulations clarify the mechanism for coordination with families, schools, and society to create conditions for parents, social organizations, and the community to participate in the education process and strengthen social supervision.
