The Ho Chi Minh City People's Committee has directed departments and agencies to review specific administrative procedures assigned to them by the locality or to which they are delegated, and to advise the City People's Council and People's Committee on amendments and additions aimed at reducing or eliminating the requirement for required documents when the information is already available in databases.
According to the Ho Chi Minh City People's Committee, some components of the application dossier, such as death certificates, may be reduced and simplified by replacing them with data from the electronic civil registry database. Currently, the Department of Health is coordinating with the Department of Justice and the Department of Home Affairs to review and advise the Ho Chi Minh City People's Committee on amendments and additions.
The Ho Chi Minh City People's Committee generally assessed that in the past period, it had promptly directed the focused compilation and review of administrative procedures under the authority of the provincial and commune levels. However, due to the large number of procedures and the tight timeframe, progress in some units was still slower than required by the Ministry of Justice.
Furthermore, there are still cases where login accounts and identification information belonging to individuals who are not the file owners are used to submit applications and request administrative procedures, causing difficulties in data retrieval, verification, and cross-referencing.
At the same time, there are issues with the National Public Service Portal's operation being unstable, with slow or inaccessible connections during peak hours, frequent digital signature errors, and delays in changing payment statuses...
Based on this reality, Ho Chi Minh City proposes that the Government regulate the exemption of liability for officials, civil servants, and public employees in the process of handling data-based documents, in cases where the data is incomplete or inaccurate.
At the same time, it is recommended that the Prime Minister continue to direct the immediate reduction and replacement of document components where information is already available in national and specialized databases, and that ministries and agencies promptly advise on amendments and additions to relevant documents to ensure consistency.
