The administrative reform and digital transformation program implemented in Ho Chi Minh City over the past period has yielded many positive results.

Particularly from July 1, 2025, to the present, when Ho Chi Minh City expanded its administrative boundaries after the merger and implemented a two-tiered local government model, digital transformation has been further accelerated, not only supporting the resolution of administrative procedures but also concretizing the goal of building a government that is close to the people, responsive to their needs, and serves them better and better.

Digitizing public services

Launched at the end of March 2026, the "Tan Son Nhat Ward Smart Digital Library" has become a trusted resource for residents of Tan Son Nhat Ward seeking information and learning materials for research.

No longer do we waste time searching for documents online, sometimes with difficulty verifying their origin and encountering unreliable information, or searching for physical documents in libraries and archives as before. Now, simply by visiting a digital library, using a smartphone, and scanning a QR code, we can quickly access a vast, authoritative repository of information across various fields.

At the ward's Public Service Center, a "Smart Digital Library" model has been installed to help people easily look up information, documents, procedures, and legal regulations when needed, or search for information for reading, entertainment, and knowledge enhancement.

Mr. Lam Viet Thao, Vice Chairman of the People's Committee of Tan Son Nhat Ward, shared that the smart digital library not only helps residents and students in the ward to more easily access and utilize information resources and learning materials in the digital environment, but also gradually modernizes the operation of the Public Service Center towards integrating administrative-cultural-digital spaces to serve the people.

From May 15, 2026, An Dong ward will implement the management, registration, and collection of fees for the temporary use of a portion of the road and sidewalk through the "An Dong Road and Sidewalk Licensing" software. This is the first ward in Ho Chi Minh City to implement road and sidewalk licensing via software after the implementation of the two-tiered local government model.

The software is designed to digitize the entire process, aligning with practical needs; it is compatible with all operating systems and a variety of devices, and is designed with two main subsystems: managing on-street parking fees and granting temporary permits for the use of roads and sidewalks for other purposes.

Citizens scan the QR code or access the online portal, declare their information, verify their identity via their VNeID electronic identification account or chip-embedded citizen ID card, upload the necessary documents, and receive the results via email.

The entire process, from start to finish, involves parking; the system automatically calculates the time and area, determines the fee, and generates a cashless online invoice.

Previously, since March 2026, An Dong ward had also implemented the "Support for Non -Agricultural Tax Confirmation" software to simplify administrative procedures, reduce pressure on officials, and save time for citizens.

According to the People's Committee of An Dong Ward, the digitization of administrative procedures and public service activities, with the introduction of several software and technological applications, helps shorten processing time, reduce administrative procedures, and facilitate citizens' registration anytime, anywhere. It also reduces the pressure on staffing needs by eliminating the need for on-site personnel.

Technology expert Vo Nguyen Dinh Tri - CEO of REBO Technology Joint Stock Company, believes that the smart digital library model, or software used for certain public services, is not only a technological solution but also a platform to promote the improvement of the quality of life, culture, and knowledge for the people. The operation of digital libraries and digital services is a significant milestone in the process of building a digital government, a digital society, and digital citizens at the local level.

Digital transformation increases the connection between the government and the people.

For nearly two weeks now, residents of neighborhoods 11, 12, 13, 14, and 15 in Binh Hung Hoa ward have had an added reason for joy as they become residents of "Digital Neighborhoods." The "Digital Neighborhood" model, launched on May 16th, includes activities such as disseminating information and guiding residents on installing and using essential digital platforms; promoting online public services; and popularizing VNeID electronic identification, digital signatures, and cashless payments.

The highlight of the model is the "Digital Citizen Station"—a place that directly supports citizens in accessing and using digital utilities, and also serves as a liaison between the government and citizens in the digital transformation process. While bringing technology closer to the people, the "Digital Neighborhood" model also meets the requirements of modernizing state management, improving service quality, and facilitating citizens' access to public services and social amenities.

Mr. Khuu Thanh Kien, Head of Block 11, Binh Hung Hoa Ward, said that through the implementation of the "Digital Block" model, the block will promote the application of technology in management, gradually reduce the use of paper documents, and improve operational efficiency; at the same time, popularize digital skills for people, especially vulnerable groups.

"We are strengthening connections with the people through digital platforms such as neighborhood Zalo groups, striving for at least 70% household participation; ensuring that information is updated promptly and accurately, while also enhancing two-way interaction between the government and the people," Mr. Kien further shared.

Binh Hung Hoa Ward has 81 neighborhoods. It is projected that by the end of 2026, 20% of the neighborhoods will be numbered, reaching 50% in 2027, 80% in 2028, and by 2030, the entire ward will be numbered neighborhoods.

The "Digital Neighborhood" model is also spreading to many localities in Ho Chi Minh City, with the aim of promoting digital transformation at the grassroots level and bringing technology closer to people's lives.

In Tan Hung ward, the "Digital Neighborhood" model was launched on May 18th, with 9 groups of criteria and content including: digital citizens; digital payments - digital economy ; digital security; digital urban area; digital environment; digital social welfare; digital communication - one-touch QR code; digital suggestions; and digital Party branches - mass organizations.

According to the People's Committee of Tan Hung Ward, in the context of implementing a two-tiered local government model, there is a need to innovate the methods of leadership, management, and service to the people right from the grassroots level, from residential areas. In particular, neighborhoods are identified as the places where the Party's guidelines, State policies, and laws are directly implemented, serving as an extension of the local government; therefore, the digital transformation of neighborhood-level work is extremely urgent.

"Digital neighborhoods" are places that closely connect the government with the people in a digital environment, and also serve as a foundation for building "digital wards."

Tan Hung currently has 5 numbered neighborhoods, including neighborhoods 30, 32, 34, 73, and 75. The ward aims to complete the numbering system for the remaining 70 neighborhoods by the end of this year.

Digital transformation activities at the grassroots level, from wards and communes to neighborhoods and residential areas, play a crucial role in modernizing the city's administration.

According to the Ho Chi Minh City Department of Internal Affairs, after one year of implementing the two-tiered local government model, the city's administrative reform and digital transformation efforts have achieved many positive results. Notably, a large volume of administrative procedures have been processed with an on-time rate exceeding 99.5%, an online application rate exceeding 88%, and a satisfaction level of over 96% among citizens and businesses.

The application of information technology and the building of a digital government platform with 100% of documents exchanged electronically have also effectively supported management and administration in the context of the new organizational structure.

To support administrative reform and improve the efficiency of public service delivery in wards, communes, and special zones throughout the city, the Ho Chi Minh City Party Committee has directed the continued acceleration of comprehensive digital transformation, with a focus on serving the people. This includes supporting digital transformation at the grassroots level; enhancing digital skills for officials, civil servants, and citizens; contributing to the effective implementation of the two-tiered local government model; fulfilling tasks outlined in Resolution No. 57-NQ/TW on breakthroughs in national science, technology, innovation, and digital transformation; and aiming towards building a digital government, digital economy, digital society, and improving the quality of service for citizens and businesses.
