To support the activities of the newly merged commune, the renovation of the old headquarters must be carried out with appropriate plans to ensure functionality, aesthetics, and avoid wasting facilities.
After the merger, the offices of the Party Committee, People's Council, and People's Committee of Gia Phu commune (new) were relocated to the center of Gia Phu commune (old). This headquarters was planned and constructed quite comprehensively; however, it is still inadequate to accommodate the nearly three-fold increase in the number of officials and civil servants compared to before, and to manage the organizational structure of the departments and offices.

While awaiting renovations to adapt the headquarters to its new function, officials and employees are being temporarily housed at a nearby school.
Mr. Nguyen Duc Binh, Chairman of the Gia Phu Commune People's Committee, said: "We are utilizing all the buildings of the old headquarters, and at the same time developing a repair plan to ensure cost-effectiveness and efficiency, minimizing the need for demolition."

Following the administrative unit consolidation, the offices of Phuc Khanh commune's agencies are located in the new commune center to facilitate access for residents to carry out administrative procedures and for officials and civil servants to travel.
After considering the options, the commune proceeded to renovate the old regional polyclinic building to house the Party Committee's office and renovate a surplus school building to accommodate the Commune People's Council and People's Committee.
According to Ms. Trinh Thi Duyen, Chairwoman of the People's Committee of Phuc Khanh commune, although the clinic and school have not been used for a long time, the quality of the buildings is still quite good, so only a few items need to be repaired, damaged doors need to be replaced, and the buildings need to be repainted, ensuring both cost savings and immediate usability.

In Phong Hai commune, to arrange the workspaces for officials and civil servants in various departments, the commune has temporarily used office partition panels made of new materials to divide the multi-purpose building into suitable work areas. This solution is quick to construct, aesthetically pleasing, cost-effective, and easy to dismantle and restore the original condition when funding is allocated for the construction of a new headquarters.
We prioritize funding for repairs and equipment purchases at the Public Administrative Service Center to better serve the people, while the offices of officials and civil servants will make maximum use of the facilities at the former Phong Hai Agricultural Town headquarters.
When administrative units are merged and operate under a new model, the arrangement of workplaces becomes a pressing requirement. Except for communes in the former central district areas, where headquarters have already been built in a spacious and modern manner and do not require much adjustment, most offices located in the old communes do not have sufficient space or are unsuitable for the new functions.

This necessitates renovation, upgrading, or even new construction to ensure an efficient, modern working environment that is appropriate for the scale of the new organization.
Surveys conducted in several localities within the province revealed that many offices are dilapidated and structurally unsound; the workspaces are cramped and lack necessary functional areas.
Following the merger of administrative units, the increased number of staff and workload have rendered many old offices inadequate. Furthermore, some offices in remote and mountainous areas lack adequate facilities and require investment in renovation to improve working conditions for staff and better serve the public.
Therefore, renovating and upgrading the offices in these communes will not only improve the efficiency of the government apparatus but also contribute to building a modern and professional image of the locality.

According to architect Nguyen Giang Thi, Director of Lao Cai Architectural, Planning and Construction Consulting Joint Stock Company, the renovation of the headquarters needs to adhere to several principles such as maximizing the use of existing facilities, renovating to suit the function, limiting new construction, and ensuring aesthetics and modernity.
Existing office buildings need to be thoroughly assessed for their current condition, reusability, and upgrade potential. Utilizing existing structures and minimizing demolition will save both time and money.

Renovation and remodeling solutions must be based on the specific needs of each department and unit. This not only ensures efficient use but also avoids uncoordinated renovations and waste.
New construction should only be undertaken when absolutely necessary, when the old headquarters is no longer suitable for renovation or no longer meets the requirements of use.
Renovating and upgrading office buildings during the streamlining of the administrative apparatus and reorganization of administrative units is a crucial task. However, to achieve the goal of improving operational efficiency, localities need to carry out renovations rationally, avoiding waste of resources and facilities. This is not only a management issue but also a responsibility in the efficient use of public assets, aiming towards a modern and sustainable administration.
