World Water Day, launched by the United Nations on March 22, 2025, with the theme Glacierpreservation,” aims to raise global awareness of the crucial role of glaciers, snow, and ice in the Earth's climate and hydrological cycles. World Water Day 2025 also encourages the exchange of knowledge and best practices related to glacier conservation and adaptation strategies.

According to a United Nations report, glaciers and ice sheets currently hold about 70% of the world's freshwater, and nearly 2 billion people rely on water from glaciers, melting snow, and mountain runoff for daily life, agriculture, and energy. Glacial melting, leading to a sea level rise of approximately 20 cm compared to 1900, poses significant water risks to communities, affects many sectors, and impacts the global economy .

In Vietnam, water resources are heavily dependent on international water sources and face challenges to water security from upstream countries. Therefore, integrated water resource management by river basin, harmonizing quantity and quality, surface and groundwater, and upstream and downstream, are fundamental and optimal principles that Vietnam and other countries worldwide are applying in water resource management. Based on global awareness campaigns and the current situation, by 2025, Vietnam's water resources sector will focus on "Conservation and Restoration of Rivers" to adapt to the degradation, depletion, and pollution of water resources. In addition, cooperation with countries in the region will be pursued to manage water resources in a balanced, unified, and synchronized manner, ensuring water security, meeting socio-economic development goals and sustainable development, and contributing to resolving the global water crisis.

World Meteorological Day, March 23, 2025, was launched by the World Meteorological Organization (WMO) with the theme “Closing the Early Warning Gap Together ” to call on countries around the world to strengthen national capacity and promote cooperation at all levels, ensuring that early warning systems operate effectively from global to local scales. This will help bridge the gap in disaster forecasting and warning, allowing policymakers to focus on risk mitigation and community protection; and enable communities to easily access and proactively act early, contributing to protecting the fruits of people's labor and production, and building a safe and sustainable world against natural disasters.

The 2025 Earth Hour campaign, launched by the World Wide Fund for Nature (WWF) with the theme “Green Transition - Green Future,” emphasizes a strong and comprehensive commitment to transformation, promoting a green transition with green economic models, green lifestyles, and green consumption; calling on the entire society, including communities and businesses, to take practical actions for a green future and sustainable development. Earth Hour 2025 will take place from 8:30 PM to 9:30 PM on Saturday, March 22nd.

In response to these important events, the Ministry of Agriculture and Environment and the Provincial People's Committee request that agencies, units, and localities pay attention to directing and organizing practical, effective activities that are appropriate to the themes of World Water Day, World Meteorological Day, and the Earth Hour Campaign 2025.

Disseminate information and raise awareness among the community, citizens, and businesses about the purpose, significance, and theme of World Water Day, World Meteorological Day, and the Earth Hour 2025 campaign through mass media.

Organize activities such as seminars, conferences, scientific workshops, competitions, and art and photography exhibitions to disseminate information, raise awareness, and call for attention from all levels, sectors, localities, organizations, businesses, and the community regarding the importance of water resources to humans and ecosystems; the role and practical, effective solutions for protecting and restoring rivers; and the role and importance of meteorological and hydrological work in proactively forecasting, providing timely and reliable early warnings, and effectively supporting disaster risk reduction and adaptation to climate change. Simultaneously, communicate about implementing green transformation, green economic models, green consumption, and a green and healthy lifestyle; and raise community awareness of energy conservation and the rejection of illegal wildlife consumption and use.

Coordinate with news agencies to increase broadcast time; promote the application of technology and effective online communication methods to disseminate information on the role and importance of water resources, protecting and restoring rivers, weather and climate, exploiting and utilizing forecasting information, early warning, impact forecasting, adaptation to climate change, reducing greenhouse gas emissions, transitioning to a green, circular and sustainable economic model, saving energy, conserving biodiversity, contributing to promoting the achievement of the Millennium Development Goals, socio-economic development, and environmental protection within the river basin, at the national and global levels.

To disseminate and promote the 2023 Water Resources Law and its implementing decrees and circulars, ensuring the effective implementation of new water resource policies and laws; to develop plans and organize the implementation of tasks and projects aimed at protecting, exploiting, and sustainably utilizing water resources, in accordance with assigned functions and responsibilities; to promote international cooperation in the management and use of transboundary water resources; to manage integrated water resources in river basins; and to manage the efficient exploitation and use of water resources, ensuring water security.

Strengthening consultation and coordination with localities to mobilize investment resources, enhance capacity, and modernize specialized monitoring systems. Enhancing monitoring and close supervision of meteorological and hydrological developments and natural disasters nationwide, ensuring reliable forecasts and providing timely detailed bulletins to central and local agencies and media outlets, effectively serving the direction of disaster prevention, mitigation, and socio-economic development at the national and local levels.

Developing and improving institutions, policies, and legal documents on climate change response; implementing the Climate Change Response Action Plan for the period 2021-2030, with a vision to 2050; implementing projects to enhance climate resilience; encouraging businesses to conduct greenhouse gas inventories, reduce emissions, and develop energy-efficient public lighting systems...

Strengthening nature-based solutions to adapt to climate change, protect water resources, reduce greenhouse gas emissions, promote green transition, ensure a just energy transition while guaranteeing food security, develop green transportation systems; restore natural ecosystems, and develop low-emission smart agricultural systems.

Identify, commend, encourage, and promptly reward organizations and individuals with outstanding achievements in applying technological initiatives and solutions to effectively manage and utilize natural resources, protect the environment, and adapt to climate change.

Agencies, organizations, and individuals worldwide are encouraged to participate in the Earth Hour campaign by switching off lights and unnecessary electrical appliances from 8:30 PM to 9:30 PM on Saturday, March 22, 2025; and to consistently maintain efficient and economical energy use habits associated with energy resource conservation in industrial production, commercial services, transportation, agriculture, forestry, fisheries, and household consumption, aiming to balance greenhouse gas emissions reduction and maximize the transition to renewable energy.
