Deploying household waste management and implementing EPR policy in Dong Nai

(DN) - On July 10, in Dong Nai, the Department of Environment (Ministry of Agriculture and Environment) organized a workshop on Deploying the management of domestic solid waste and implementing extended producer responsibility (EPR).

Mr. Nguyen Hung Thinh, Deputy Director of the Department of Environment, said that to specify the provisions of the Law on Environmental Protection 2020, especially the new points related to the EPR policy, the Government has issued decrees guiding the implementation. The Ministry of Agriculture and Environment also issued circulars to specify some articles of the law. To date, the system of basic legal documents has been completed, creating a legal corridor for implementing the EPR policy.

These regulations play an important role in establishing a legal framework for the responsibility of recycling and waste treatment of manufacturers and importers; initially putting EPR into practice, contributing to realizing the Net Zero goal, the Government's orientation for sustainable development and circular economy .

At the workshop, representatives of the Waste Management Department, Department of Environment provided guidance on the implementation of the classification of domestic solid waste according to the provisions of the Law on Environmental Protection 2020 and the waste treatment model in urban and rural areas. Representatives of the EPR Office also provided guidance on the steps to implement the responsibility of recycling products, packaging and waste treatment of manufacturers and importers according to regulations.

Currently, the whole province generates about 2.7-2.8 thousand tons of solid waste per day. Of which, Dong Nai province (old) generates about 2.1 thousand tons/day, the collection and treatment rate reaches 100%. In Binh Phuoc province (old), the amount of waste generated is about 600-700 tons/day, the collection rate in urban areas reaches about 92%, and in rural areas reaches about 70%.

Regarding EPR, in the province there are many enterprises and establishments producing products and packaging; organizations and individuals importing products and packaging must fulfill their recycling responsibilities by doing it themselves or paying money to the Vietnam Environmental Protection Fund to support recycling activities. Regarding the responsibility for waste treatment, manufacturers/importers must be responsible for collecting and treating it after consumption.

Previously, a delegation from the Department of Environment, a number of departments and enterprises visited the industrial waste recycling facility of Thanh Tung 2 Company Limited in the province.
