Implementing the plan to reorganize and streamline mass organizations.

The Politburo and the Secretariat have assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead and direct the continued research and review to streamline the internal organizational structure of these associations.

On the morning of March 11th, in Hanoi, the Party Committee of the Vietnam Fatherland Front and central mass organizations held a conference to disseminate and implement Conclusion No. 230-KL/TW, dated January 5, 2026, of the Politburo and the Secretariat on the Project for restructuring and streamlining mass organizations assigned tasks by the Party and the State, and the Project for evaluating the operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry.

Accordingly, the Politburo and the Secretariat basically agreed with Report No. 03-TTr/ĐUMTTQ, CĐTTW, dated November 25, 2025, from the Party Committee of the Vietnam Fatherland Front and central mass organizations on the Project for restructuring and streamlining mass organizations assigned tasks by the Party and State, and the Project for evaluating the operational model of the Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry ; and agreed on the list of 29 mass organizations assigned tasks by the Party and State at the central level.

The Vietnam Cooperative Alliance and the Vietnam Federation of Commerce and Industry are professional social organizations assigned tasks by the Party and the State, and do not have state management functions.

The Prime Minister assigned tasks to these two organizations at the request of the Central Committee of the Vietnam Fatherland Front; and agreed to implement a mechanism of state financial support for these associations based on specific tasks assigned by the Party and the State.

The Politburo and the Secretariat also assigned the Party Committee of the Vietnam Fatherland Front and central mass organizations to lead and direct the continued research and review to streamline the internal organizational structure of these associations; and to preside over and coordinate with the Central Propaganda and Mass Mobilization Department and relevant agencies to advise the Politburo on summarizing Directive No. 17-CT/TW, dated August 28, 2012, on continuing to innovate and strengthen the Party's leadership over mass organizations.

The Chairman shall preside over and coordinate with the Central Organizing Committee and relevant agencies to agree on a plan for arranging Party organizations within mass organizations assigned by the Party and State, which are directly under the Party Committee of the Vietnam Fatherland Front and central mass organizations, in accordance with the organizational model after the reorganization of these organizations.

The advisory committee will submit to the Party Central Committee a revised and supplemented Regulation on the organization and operation of mass organizations assigned tasks by the Party and State at the central level, issued together with Decision No. 118-QĐ/TW dated August 22, 2023 of the Party Central Committee (to be completed in the second quarter of 2026); urgently finalize the plan for restructuring and streamlining the press of these organizations to conform with the new organizational model after restructuring; and submit it to the Politburo and the Party Central Committee after the 14th Party Congress...

On February 27th, the Party Committee of the Vietnam Fatherland Front and Central mass organizations issued Plan No. 08-KH/DU to implement Conclusion No. 230-KL/TW, ensuring that the entire Party organization deeply understands the nature and importance of the restructuring and streamlining work, as well as the role and position of mass organizations in the current situation; enhancing awareness, responsibility, political determination, self-discipline, and exemplary conduct of Party committees, Party organizations, agencies, mass organizations, cadres, Party members, and members in implementing Conclusion No. 230-KL/TW; and clearly defining the responsibilities and tasks of all levels, mass organizations, and units in implementing the Conclusion.

One of the tasks is to conduct a comprehensive review and streamline the organization, legal entities, finances, and assets of the Associations.

Accordingly, the Standing Committee of the Central Committee of the Vietnam Fatherland Front will preside over and coordinate with relevant units to direct mass organizations to merge the Vietnam Association for the Protection of Disabled People and Orphans and the Vietnam Association for the Relief of Disabled Children into the Vietnam Association for the Protection of Disabled People (to be completed in the second quarter of 2026).

Continue researching and reviewing the streamlining of the internal organizational structure of the Associations; review, reorganize, and streamline the affiliated organizations and legal entities, retaining only those affiliated organizations and legal entities with appropriate and necessary functions, operating effectively and in accordance with the Association's principles and objectives (to be completed in Q2/2026).

Review all land, houses, finances, and assets allocated by the State or generated from the state budget.

Compare the properties with the intended purpose and usage standards, evaluate the effectiveness of use, propose which properties to retain, and which to return or transfer if they exceed the standards, are unused, or are used improperly or inefficiently (to be completed in Q2/2026).

Continue to innovate the content and methods of operation of the Vietnam Fatherland Front, political and social organizations, and mass associations according to the principles of voluntarism, self-governance, self-financing, and non-profit; comply with the law, be under the leadership of the Party, the management of the State, and the unified guidance and coordination of the Vietnam Fatherland Front.

The Party Committee's Organization Department of the Vietnam Fatherland Front and central mass organizations will preside over and advise the Standing Committee of the Party Committee on reviewing and approving job positions and allocating the number of personnel for the associations (to be completed in the first quarter of 2026).

Regarding the review, consultation, and amendment of regulations on the organization and operation of mass organizations: The Standing Committee of the Central Committee of the Vietnam Fatherland Front issued the Regulation on Coordination in Orienting and Managing the Activities of Mass Organizations assigned by the Party and State; and issued the Guidelines on some contents of organizing congresses of mass organizations for the 2026-2031 term (to be completed in the first quarter of 2026).

The Standing Committee of the Central Committee of the Vietnam Fatherland Front directs the coordination of the drafting of a document to replace Decree No. 126/2024/ND-CP dated October 8, 2024, of the Government on the organization, operation, and management of mass organizations.

The Party Committee's Propaganda and Mass Mobilization Department will preside over and advise on the issuance of a document replacing Directive No. 17-CT/TW dated August 28, 2012, of the Politburo and Decision No. 118-QĐ/TW dated August 22, 2023, of the Secretariat; and will also preside over and advise on the submission of a plan for restructuring and streamlining the press of mass organizations to conform with the new organizational model (to be completed in the second quarter of 2026).

Regarding the coordination of reorganizing Party organizations at mass organizations under the Party Committee of the Vietnam Fatherland Front and central mass organizations: the Party Organization Department of the Party Committee of the Vietnam Fatherland Front and central mass organizations is assigned to lead the planning of the reorganization of Party organizations at mass organizations assigned by the Party and State, in accordance with the organizational model after the reorganization of these organizations; and to coordinate the revision of Regulation 118-QĐ/TW (to be completed in the second quarter of 2026).
