Implementing Plan No. 02 of the Central Steering Committee on promoting digital transformation

Today, June 23, the Central Steering Committee for Science, Technology, Innovation and Digital Transformation held a national online conference to disseminate the implementation of Plan No. 02-KH/BCĐTW, dated June 19, 2025 on promoting interconnected, synchronous, fast and effective digital transformation to meet the requirements of restructuring the political system. Standing member of the Secretariat Tran Cam Tu; Chairman of the Central Inspection Commission Nguyen Duy Ngoc; Deputy Prime Minister Nguyen Chi Dung attended the conference. Secretary of the Provincial Party Committee Nguyen Long Hai; Acting Chairman of the Provincial People's Committee Hoang Nam attended the conference at the Quang Tri province bridge.

The objective of Plan 02 of the Central Steering Committee on promoting digital transformation is to organize and implement digital transformation quickly, promptly, and comprehensively, taking ensuring connectivity and synchronization throughout the entire political system as the highest and consistent goal, while meeting the urgent requirements of reforming the apparatus and arranging administrative units; ensuring that the apparatus at all levels after reform operates smoothly, interconnectedly, and effectively, best serving the people and businesses, creating a solid foundation for modern national governance and sustainable development.

Plan 02 is divided into 2 phases: Urgent phase (until June 30, 2025), focusing on immediately removing institutional, infrastructure, and data bottlenecks to ensure that the two-level local government system after the merger operates smoothly, continuously, and effectively from July 1, 2025; avoiding interruptions and congestion in handling administrative procedures, affecting the normal operations of people and businesses. Breakthrough phase (until December 31, 2025), fundamentally overcoming inherent shortcomings and weaknesses in digital transformation throughout the entire political system.

Completing shared platforms, standardizing and connecting important databases, substantially improving the quality of online public services, creating a solid foundation for the next stage of development. Regarding implementation orientation, Plan 02 focuses on reviewing, adjusting and supplementing digital transformation projects and plans that have been issued in a number of central and local agencies to meet the requirements of innovation, in line with the organization of the apparatus according to the two-level government model.

Identify and implement breakthrough tasks according to 6 pillars of institutions, infrastructure, data, platforms, human resources and finance to improve the efficiency, speed and sustainability of the digital transformation process. Focus on key solutions to remove bottlenecks and difficulties that are hindering the digital transformation process, ensuring smooth and uninterrupted operating conditions.

Speaking at the conference, Standing member of the Secretariat Tran Cam Tu emphasized that the tasks and workload of digital transformation are very large with very high requirements and a very short time to meet the requirements of organizing the apparatus of the political system.

To implement the above guidelines, Standing member of the Secretariat Tran Cam Tu requested that heads of ministries, sectors and localities must act with high determination, great efforts, drastic and unified actions, and promptly implement the digital transformation plan of their agencies and localities; identify this as an urgent task, must have specific and measurable products and be responsible to the Politburo , the Secretariat and the Central Steering Committee for completing it on schedule.

Thoroughly grasp and implement Plan 02 consistently throughout the entire political system, from the central to local levels, among the Party, State, Fatherland Front and socio-political organizations, avoiding fragmented and local implementation.

Completely put an end to the situation of formal implementation. All solutions must aim at the ultimate goal of improving the efficiency of the apparatus, serving people and businesses better, taking people's satisfaction as a measure, ensuring easy access and attention to remote areas and vulnerable groups. Closely monitor the quality of digital transformation results and warn and handle subjects that are stagnant and avoid responsibility for implementing the plan.

Clearly identifying information security and confidentiality as a prerequisite in digital transformation, Party committees of units must regularly evaluate, review, proactively coordinate and strictly comply with regulations and standards of specialized agencies on information security and confidentiality.

In particular, the provincial and municipal Party Committees directly under the Central Government deploy the operation of the two-level government model, handle administrative procedures according to the two-level government model to ensure smoothness, no interruptions, and strive to successfully implement the set digital transformation goals.
