Voluntarily write an application to escape poverty
Along the western mountains of Quang Tri province is home to many ethnic minority groups such as Ma Lieng, May, Sach, Ruc, A Rem (belonging to the Chut ethnic group), Khua, Ma Coong, Van Kieu (belonging to the Bru-Van Kieu ethnic group), Pa Ko (belonging to the Ta Oi ethnic group)... Although the poverty rate in the ethnic minority area is the highest in the province, in recent years, thanks to the attention, help and support of the entire political system and the community, many ethnic minority households have voluntarily written applications to escape poverty.
Ms. Cao Thi Thoi, a Ruc ethnic (born in 1991), Kim Phu commune, shared: “I married Cao Xuan Tam (a Sach ethnic, born in 1989) in 2009. My husband was orphaned at an early age and had to live with his adoptive father in On village. Both husband and wife are poor households, so it took them 2 years to build a temporary hut made of bamboo, less than 10 square meters wide, to stay in Mo O O O village. Working hard to raise 2 children, in 2016, my family "risked" borrowing 30 million VND from the bank and relatives to build a solid house. Thanks to hard work, along with the help of the Ca Xeng Border Guard Station soldiers, my family's economy gradually stabilized. By 2021, after selling the acacia garden for more than 200 million VND to pay off debt and continue investing in business, my husband and I My husband and I decided to write a petition to escape poverty. Up to now, my husband and I have cultivated 3 sao of rice 2 crops/year (1 sao 500m2), planted more than 5 hectares of hybrid acacia trees, raised 9 buffaloes, cows and dozens of poultry... Not only the case of Ms. Cao Thi Thoi's family, recently, many other ethnic minority households have also voluntarily written petitions to escape poverty, such as: Cao Xuan Luc and Cao Thi Lien (On village, Kim Phu commune); Ho Thi Lieu and Ho Thi Yen (Ke village, Tuyen Lam commune); Cao Xuan Xiem (K-Ai village, Dan Hoa commune)... These households all share the same opinion that, as long as they have the labor force, they must try to develop the economy, rise up to escape poverty, to give benefits to households in more difficult circumstances.

Talking about the case of Cao Xuan Tam's family, Captain Vo Huy Thang, Deputy Political Commissar of Ca Xeng Border Guard Station, said: "Although he did not finish primary school, when we discovered that Tam worked hard and diligently learned how to use machines to apply to production labor, we encouraged him to boldly buy some more tools such as acacia planting digger, tree saw, hand harvester... to save time, manpower, and labor costs. After a while, the family's labor efficiency increased significantly, becoming one of the most well-off households in Mo O O O village."
Stationed in the border area, Ca Xeng Border Guard Station has advised superiors to support the implementation of a model of wet rice production with 2 crops per year for the Ruc people in Kim Phu commune with an area of 10 hectares. After many years of persistent "hand-holding" and propaganda and guidance in the style of "slow and steady wins the race", the border guards here have helped many Ruc people, who were used to a life of hunting, gathering and sleeping in caves, to learn how to proactively prepare the soil, soak seeds, sow, fertilize, care for, and harvest rice very skillfully, not inferior to farmers in some lowland areas. Not stopping there, in recent years, Ca Xeng Border Guard Station has actively coordinated with many localities, units, philanthropists, programs and projects to support the Ruc and Sach people in the two border communes of Kim Phu and Kim Dien to implement many economic development models to effectively eliminate hunger and reduce poverty, such as developing buffalo, cow, goat, poultry farming, beekeeping for honey, economic forest planting... Thanks to that, every year the number of Sach and Ruc households in the area managed by Ca Xeng Border Guard Station who voluntarily write applications to escape poverty has increased significantly.
Accompanying the poor
After many meetings, in June 2022, Bo Trach District Party Committee (formerly Quang Binh province) decided to assign 22 communes and towns in the locality to help 22 ethnic minority villages in the west of the district to build a clever mass mobilization model "Each commune helps each village". The main purpose of this model is to accompany the poor in the highlands to effectively develop socio-economy; improve the cultural and spiritual life of the people; maintain security and order, ensure national defense and security.
“In order to help members escape poverty sustainably and strive to become rich legitimately, in recent times, the Provincial Farmers’ Association has always paid attention to and supported plants, breeds, livelihood models and loan sources, and provided training in science and technology. Along with that, the Association has increased support for members in building product brands to promote, introduce, and sell products effectively to the market; implemented linkages to support each other in production development; transformed thinking from agricultural production to agricultural economics, improved productivity, quality, and product value...”, said Chairman of the Provincial Farmers’ Association Tran Tien Sy.
With the above creative model, in the period from 2022 to 2024, all 22 villages in the district (most of which are currently in Thuong Trach commune) have been supported and assisted with more than 100 models and tasks worth more than 5.3 billion VND. Some typical models include: Giving gifts and building many clean water projects in Co Do, A Ky, Niu, But, Khe Rung, Cham Pu, Noong Moi villages...; supporting solar energy lighting systems for houses, lighting up underground passages and roads into villages, helping people travel more conveniently in the rainy season and at night in Con Roang, 51, Ca Rong 2, Noong Moi, Cooc villages; repairing many school points into Community Activity Houses in Niu, Cooc, Noong Moi, Cu Ton villages; building concrete roads connecting to villages 39, 61, Co Do; supporting many livelihood models such as building solid barns, donating trees, breeding animals... In particular, the funding source for the clever mass mobilization model "Each commune helps each village" in Bo Trach district is all from socialization, not taking money from the state budget. This has contributed to reducing the poverty rate of ethnic minority households in the whole district from 78% to 60.65% (by the end of 2024).
It is known that, in order to effectively implement the movement "For the poor - No one is left behind", in recent times, organizations in the province such as veterans, women, farmers, and youth unions have had many creative forms and solutions to support the poor to rise up. The models: "Women help each other develop the economy, reduce poverty sustainably", "Each organization and individual is associated with a humanitarian address", "Godmother", "Veterans help each other reduce poverty, do good business", "Farmers compete in good production and business, unite to help each other get rich and reduce poverty sustainably", "Accompanying young people to start a business", "Career and job festival for young people", forum "Youth with careers and jobs", "Conference on loan consultation, job creation and labor export" ... have all brought about practical effects for the people.
