The Department has developed professional guidelines to ensure consistent implementation. Director Ha Anh Duc stated that the immediate priority is those without health insurance. This is perhaps the most important group to prioritize, as health insurance currently only covers about 95% of the population. Therefore, it is estimated that more than 5 million people currently lack health insurance. Families receiving social welfare benefits are also a priority group in the implementation of regular health check-ups for the public.

Regarding funding, Dr. Ha Anh Duc stated that there are many sources, including state budget allocations. Local authorities compile lists and budget estimates for the Ministry of Finance to disburse. In addition, those with labor contracts, for example, the 15 million people with labor contracts annually, are required to undergo periodic health checkups for assessment and classification. These groups already have their own separate budget allocations under the Labor Law.
In parallel, the Department of Disease Prevention is drafting a Decree guiding the Law on Disease Prevention, which proposes funding sources to ensure regular health check-ups and screening for certain diseases.
Dr. Duc stated that the Prime Minister has issued Directive No. 17/CT-TTg on organizing free periodic health check-ups or screenings for the people; the Ministry of Health has provided professional guidance as a basis for localities to implement.
Control of non-communicable diseases in the community.
On May 13th, the Department of Medical Examination and Treatment Management and its partners signed a cooperation agreement to implement the community program "Living Healthy Together". The program has been implemented for 13 years in various provinces and cities, with health communication and education activities on hypertension, diabetes, and cardiovascular diseases reaching over 2 million people in the community; contributing to strengthening professional capacity in managing non-communicable diseases at nearly 400 commune and ward health stations. The program aims to increase the treatment target achievement rate in the implementation areas during the 2024-2025 period, with the hypertension control rate increasing from 32% to 67% and the diabetes control rate increasing from 27% to 79%.
