Submit decrees guiding the implementation of the Law on Digital Technology Industry before September 30

According to the Plan recently issued by the Prime Minister, the Ministry of Science and Technology and the Ministry of Finance will preside over the drafting of Government Decrees detailing regulations and measures to organize and guide the implementation of the Law on Digital Technology Industry, and submit them to the Government before September 30, 2025.

Deputy Prime Minister Nguyen Chi Dung signed Decision No. 1946/QD-TTg dated September 9, 2025 promulgating the Plan for implementing the Law on Digital Technology Industry (Plan).

The purpose of the Plan is to specifically define the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing the Law to ensure timeliness, synchronization, unity, effectiveness and efficiency.

Accordingly, the Ministry of Science and Technology and the Ministry of Finance are assigned to preside over the drafting of Government Decrees detailing regulations and measures to organize and guide the implementation of the Law on Digital Technology Industry, to be submitted to the Government before September 30, 2025.

The Ministry of Science and Technology presides over the drafting of two Decrees: detailing a number of articles and measures to organize and guide the implementation of the Law on Digital Technology Industry; regulations on concentrated digital technology zones. The Ministry of Finance presides over the drafting of a Decree stipulating the authority and management content of digital assets in specialized fields in accordance with practical conditions.

The Ministry of Science and Technology will develop five detailed guiding circulars and submit them to the Government before November 15, 2025. The circulars will take effect on January 1, 2026.

Also according to the Plan, the Ministry of Science and Technology, ministries, ministerial-level agencies, and People's Committees of provinces and cities review and perform the assigned State management tasks in the Law on Digital Technology Industry according to the fields and localities within the scope of assigned tasks and powers, focusing on the following tasks:

The Ministry of Science and Technology shall preside over the development and submission to the Prime Minister for promulgation of the Prime Minister's Decision promulgating the Digital Technology Industry Development Program, and submit it to the Government before December 31, 2025.

Regarding the development of human resources for the digital technology industry, the Prime Minister assigned the Ministry of Education and Training to implement regulations on policies to support the development of human resources for the digital technology industry in educational institutions. The Ministry of Science and Technology shall implement regulations on policies to support the development of human resources for the digital technology industry in enterprises and state agencies.

Regarding the National Information System on Digital Technology Industry, the Ministry of Science and Technology shall invest, purchase, and lease to build, maintain, manage, operate, maintain, and upgrade the National Information System on Digital Technology Industry; connect and share data with national databases, databases of ministries, ministerial-level agencies, and localities. Implementation period: 2026 and following years.

In addition, the Ministry of Science and Technology decides on the prices of products and value-added services using information from the National Information System on Digital Technology Industry and the Digital Technology Industry Database in accordance with the provisions of law on prices. A maximum of 1 year after the National Information System on Digital Technology Industry comes into operation, the Minister of Science and Technology shall issue a Circular deciding on the prices of products and value-added services using information from the National Information System on CNCNS and the Digital Technology Industry Database.

Regarding the semiconductor industry, the Ministry of Science and Technology shall preside over and coordinate with relevant agencies and units to develop and submit to the Prime Minister for promulgation the Semiconductor Industry Development Strategy. At the same time, study and propose to update Decision No. 1018/QD-TTg dated September 21, 2024 of the Prime Minister on the Vietnam Semiconductor Industry Development Strategy to 2030 and vision to 2050 in accordance with management requirements in each period.

The Law on Digital Technology Industry was passed by the 15th National Assembly at the 9th Session, consisting of 6 chapters and 51 articles, and will take effect from January 1, 2026.
