After hearing the report summarizing the Government's work during the 2021-2026 term presented by Deputy Head of the Government Office Mai Thi Thu Van, the opinions at the meeting highly appreciated the Government's work in building and perfecting institutions and laws. They noted that, during the past term, the National Assembly had several times granted the Government the authority to proactively carry out tasks and powers that were previously under the National Assembly's jurisdiction, enabling the Government to proactively, flexibly, and promptly respond to changes and fluctuations in the domestic and international situation, and remove bottlenecks in mechanisms. This is unprecedented.
However, with a high sense of responsibility, proactiveness, and creativity, the Government has strived to effectively implement the assigned tasks, gradually leading the country through difficult periods and achieving important accomplishments during this term, both in socio-economic development, international integration, and maintaining political security, order, and social safety.
We highly agree with the results achieved in the areas of management outlined in the report. However, we suggest that the Government should pay attention to and further clarify the situation of losses and waste in the management and use of state budget; the shortcomings and limitations in budget management and use (such as inaccurate estimates of revenue and expenditure, large adjustments, cancellations of budgets, and year-end transfers; although public investment disbursement has improved, it still falls short of requirements in some units, ministries, and specific projects; outstanding construction debts still remain in some localities; the disbursement rate of national target programs is still slow)...
In particular, attention should be paid to reviewing the use of resources and land, and the management of public assets during the process of reorganizing the administrative apparatus and implementing the two-tiered local government model.
Regarding the reorganization of the administrative apparatus and the restructuring of administrative units at all levels, the Standing Committee of the National Assembly's Law and Justice Committee proposes continued research and improvement of the organizational structure of agencies within the political system to align with the Party's requirements and directives, ensuring a scientific organization and effective operation.
Continue reviewing the system of legal documents to thoroughly implement decentralization, delegation of power, and delineation of authority for localities; at the same time, establish mechanisms for supervision, guidance, and supplement necessary resources so that localities can effectively perform their tasks and powers as prescribed.
The opinions also suggested that the Government should supplement its assessment of the difficulties and challenges facing socio-economic management in the current context and in the coming years, and on that basis develop a more comprehensive and appropriate orientation.
* On the same day, at the National Assembly building, the Standing Committee of the National Assembly's Economic and Financial Committee held an expanded meeting to conduct a preliminary review of the draft Law on Deposit Insurance (amended).
