Yen Ky commune was established by merging three communes: Yen Ky, Phuong Vien, and Huong Xa. It was the first commune in the former Ha Hoa district to be awarded the title of Hero of the People's Armed Forces.
Going back in time, 79 years ago, in October 1946, Military Zone 10 was established, in which the former Ha Hoa district, comprising 6 communes: Ha Hoa, Yen Ky, Vinh Chan, Dan Thuong, Van Lang, and Hien Luong, was chosen as the base for the Resistance Committee and the Military Command of the zone.

In Yen Ky, this area was chosen as the location for the headquarters of the Provincial Party Committee, the Provincial Resistance and Administrative Committee, the Party Building Committees and the Provincial Party Committee Office, the provincial mass organizations, and many central agencies. The provincial agencies and warehouses were scattered in people's houses, mainly in Gioc Phat village.
Local people voluntarily built makeshift shelters in the forest to provide housing for cadres and soldiers, regularly contributing food, supplies, and equipment to support combat operations and safeguard the secrets of civilian and military agencies. To commemorate this revolutionary tradition, in August 2003, a memorial plaque was erected in Yen Ky to mark the location where the Provincial Party Committee was headquartered during the 1948-1954 period.
This place has also become a venue for generations of officials and civil servants in the agencies assisting the Provincial Party Committee to reflect on traditions, pride, and responsibility in their work, as well as their responsibility to the Party and the people.
Moreover, Yen Ky was also a stopping point for artists and writers during the early stages of their "discovery" when they were determined to follow the resistance and use their pens to serve the people. On July 23, 24, and 25, 1948, 80 artists and writers from all over the country gathered in Zone 1, Yen Ky commune to attend the first National Congress of Arts and Literature.
In recognition of the achievements of the Party Committee, the government, and the people of the commune, in 2002, the Party and the State bestowed the title of Hero of the Armed Forces upon Yen Ky commune.
Yen Ky commune has the largest tea-growing area in the province, with approximately 650 hectares.
Inheriting those historical values, over the years, the officials and people of Yen Ky have continuously overcome difficulties and strived to develop the economy , contributing to changing the face of their homeland. During the 2020-2025 term, the Party Committee of the commune has upheld the tradition of unity, dynamism, and creativity, overcoming difficulties and resolutely striving to successfully implement the resolutions set forth by the Party Congress.
Total social investment reached 2,824 billion VND, of which capital investment in basic construction implemented in the area over 5 years was 159.340 billion VND. Total budget revenue in the area in 2025 reached 20.7 billion VND, ranking second out of 6 communes of the former Ha Hoa district (after Ha Hoa commune).
The average per capita income in 2025 will reach VND 51.9 million/person/year, equivalent to 103.8% of the target set in the Resolution. The former Yen Ky and Huong Xa communes will achieve new rural standards; the former Phuong Vien commune will meet 15 out of 19 criteria for new rural development. Currently, 26 out of 27 residential areas in the commune meet new rural standards.
Party building and the political system continued to be reformed, creating positive changes. The percentage of subordinate Party branches rated as having successfully completed their tasks annually was 90.5%. The average percentage of Party members rated as having successfully completed their tasks over the past five years reached 93.73%.
Leaders of Yen Ky commune visited and inspected the production and business situation of Khanh Hoa Tea Factory, Phu Ben Tea One-Member Limited Company, located in Zone 4, Yen Ky commune.
Comrade Hoang Manh Thang, Secretary of the Yen Ky Commune Party Committee, stated: During the 2025-2030 term, the Yen Ky Commune Party Committee has set 16 key targets to be achieved. Specifically, the goal is to increase local budget revenue by an average of 10% annually. State budget revenue is projected to reach 138.8 billion VND by 2030. Total social investment implemented in the commune is expected to increase by an average of 5% annually. The total number of businesses operating in the area is 54. The rate of commune-level officials and civil servants receiving basic digital skills training and mastering digital skills and applying technology in management and administration has reached 100%. The goal is to essentially eliminate poor and near-poor households according to the multidimensional poverty standard by 2030...
To achieve these goals, the Party Committee of Yen Ky commune has identified the breakthrough area as: "Focusing on mobilizing and effectively utilizing resources to invest in socio-economic development, striving to build the commune to meet the standards of a new rural area." Along with key tasks: Strengthening the comprehensive development of the Party, promptly preventing manifestations of ideological and political degradation, moral decay, and "self-evolution" and "self-transformation" within the Party. Improving the quality and effectiveness of the People's Council and People's Committee, promoting administrative reform, and building e-government and digital government. Prioritizing the development of agricultural production towards a commodity-based approach, and paying attention to the development of small-scale industries, trade, and services.
Effectively exploit potential and advantages; resolutely implement improvements to the investment and business environment; build key infrastructure. Improve the quality of comprehensive education, care for cultural life right from residential areas; effectively provide healthcare for the people, ensure social security, create jobs, and achieve sustainable poverty reduction...
It is evident that, despite the passage of time and the gradual changes in the historical traces of the resistance base, the spirit, will, and affection of the people here for the Party and the revolution remain unchanged. Yen Ky today has undergone pivotal changes, with a greater mindset and responsibility, and the face of a modernized rural area is gradually emerging, becoming increasingly more prosperous, beautiful, and civilized.
