Here, the flight crew will make three flights to transport goods, including rescue equipment, dry food, instant noodles, blankets, and life jackets, each flight carrying about two tons.
According to Lieutenant Colonel Nguyen Viet Phong, Deputy Chief of Political Affairs of Regiment 916, in the morning of the same day, helicopters will approach Muong Xen commune to drop relief supplies. Other isolated areas will continue to be identified for timely support.

Affected by storm Wipha, from the night of July 21 to July 22, Nghe An had very heavy rain, flash floods in many places. By the afternoon of July 23, the rain and floods had killed three people, left one missing, injured four, and deeply flooded more than 3,700 houses, with hundreds of houses losing their roofs.
On the morning of July 24, the rain in Nghe An had stopped, but water from the upper reaches of the Ca River in Upper Laos was still pouring in. Hydroelectric plants were still releasing water, causing flooding in the communes of Tuong Duong, Con Cuong, Anh Son, and National Highway 7 was cut off and traffic was paralyzed.
Previously, the General Staff assigned Military Region 4 to direct the Military Commands of the provinces to proactively mobilize forces and means to help people evacuate people and property to safety; ensure supplies and necessities to support people in key areas where flash floods, landslides, and deep flooding occur.
The Air Defense - Air Force and the 18th Army Corps are responsible for checking and reviewing plans, organizing forces and means to be ready to conduct search and rescue flights by air when ordered by the Ministry of National Defense. The Border Guard directed the Border Guard Command of Nghe An province to mobilize forces and means to help people overcome the consequences of rain and floods.
