Ms. Nguyen Thi Hau is the owner of the Rainbow Special Education Center located at 39 Nguyen Sang Street, Man Thai Ward (Son Tra District). This center was officially established by a decision signed by the Director of the Institute for Special Education and Psychology Research on November 23, 2022.
The center's areas of activity include general psychology, specialized psychology, and special education for people with disabilities. However, the center has not been operating at 39 Nguyen Sang Street, Man Thai Ward since November 2023.
Meanwhile, since the end of September 2023, the Director of the Institute for Special Education and Psychology Research signed a decision to establish the Rainbow Son Tra branch of the Institute for Special Education and Psychology Research in Da Nang at 83 Ton Quang Phiệt Street, An Hai Bac Ward (Son Tra District). The unit also rented the property at 83 Ton Quang Phiệt Street from January 1, 2024 to December 31, 2024, with Ms. Nguyen Thi Hau (Branch Director) acting as the authorized representative.
On February 17th, the People's Committee of An Hai Bac Ward discovered that the Rainbow Son Tra branch of the Institute for Special Education Research in Da Nang had erected a sign at house number 83, Ton Quang Phiệt Street (An Hai Bac Ward). The People's Committee of Son Tra District directed the People's Committee of An Hai Bac Ward to urgently inspect and verify the childcare facility at address No. 83 Ton Quang Phiệt Street, as the facility lacks the required legal documentation. The People's Committee of Son Tra District also requested strengthened management of family-run childcare groups in the ward; timely inspection and handling of violations to prevent similar incidents from occurring.
At the same time, coordinate with parents, health agencies, and relevant departments to promptly provide medical support and childcare for the cases involved; review responsibility in managing the area where the alleged abuse occurred.
