Restoring the Trieu Tuong Mausoleum and Trinh Palace: Untangling the knots to revive heritage.

VHO - On the morning of September 5th, at the construction site of the Trinh Palace historical site (Bien Thuong commune) and the Trieu Tuong Mausoleum (Ha Long commune), the Thanh Hoa Department of Culture, Sports and Tourism organized an inspection and supervision of the progress of two restoration and renovation projects of special importance to the history and culture of Thanh Hoa province.

According to records, the project to renovate the Trinh Palace historical site was approved by the Thanh Hoa Provincial People's Committee in 2015, revised several times, and officially re-approved in November 2023, with a total investment of over 550.7 billion VND.

Of that amount, the provincial budget allocated over 270 billion VND, the former Vinh Loc district allocated nearly 71.5 billion VND, and the remaining more than 209 billion VND would depend on social mobilization.

The project commenced in April 2025 and is currently implementing package number 6, which includes a reception area, festival promotion area, water reservoir, memorial house, incense burning house, restrooms, gate system, city walls, and technical infrastructure.

However, progress is facing many obstacles as the land clearance for the 7,775 hectares has not yet been completed.

In particular, the significant difference between compensation land prices and resettlement land prices has led many households to hesitate in relocating.

Resettlement efforts were disrupted due to changes in the two-tiered government model, leading to delays in transferring documents and responsibilities between agencies.

Meanwhile, only over 45 billion VND of socialized capital has been mobilized, reaching 21.5% of the required amount, putting significant pressure on ensuring completion by 2026.

The project for the preservation, restoration, and promotion of the value of the Trieu Tuong Mausoleum and Temple Complex, phase 2, was approved by the Thanh Hoa Provincial People's Council in 2019, with a total investment of over 453.2 billion VND.

The provincial budget will provide over 236 billion VND, Ha Trung district over 26 billion VND, and the remaining nearly 195 billion VND will come from socialized capital.

The project commenced in April 2025 and is currently under construction, focusing on the moat, access roads to the parking lot, and technical infrastructure. To date, many items have reached 95% completion, but the total value only represents about 16% of the contract.

The biggest issue remains land clearance: more than 1.15 hectares have yet to be handed over, directly related to the project to reroute and restore National Highway 217B.

Nineteen households have approved the compensation plan but have not yet received the money, five households have not approved it, while 24 households have received compensation but have not yet handed over the land.

More worryingly, nearly 195 billion VND of socialized capital, accounting for almost 70% of the total construction capital, has not yet been mobilized, putting the plan to be completed in 2025 at significant risk.

Mr. Dang Van Thien, Head of the Economic Department of Ha Long Commune, said: After switching to a two-tiered government model, the commune only received the land clearance documents for the project on August 20th. The review results show that there are still 24 households that cannot hand over their land due to a lack of funds for compensation.

Given this situation, the commune will submit a request to the Department of Culture, Sports and Tourism to report to the People's Committee of Thanh Hoa province so that funds can be allocated and supplemented in a timely manner, as the local budget is facing many difficulties.

Simultaneously, the commune has established working groups, intensified propaganda and mobilization efforts, resolved complaints and addressed obstacles, determined to complete the handover of land for the project as soon as possible.

Meanwhile, the Chairman of the People's Committee of Bien Thuong commune acknowledged that land clearance work in the locality also faces many difficulties.

"The entire commune has hundreds of households subject to land acquisition, many of whom have not agreed because they believe the compensation is too low. For agricultural land, the people are generally in agreement, but the most problematic issues are those related to residential land and structures on the land."

"Local authorities are focusing on disseminating information, mobilizing support, and publicly disclosing cost estimates and compensation plans so that people understand and agree with the State's policy, and hand over the land for the project as soon as possible," this person shared.

During the inspection, the leaders of the Department of Culture, Sports and Tourism affirmed that the two projects not only possess cultural and spiritual value, linked to a prominent family lineage and national history, but also open up opportunities for sustainable tourism development in Thanh Hoa.

Therefore, the urgent requirement is to expedite land clearance, remove obstacles related to socialized capital, and ensure the quality of the project.

With a total investment of trillions of VND, the success of these two projects not only restores the appearance of heritage sites but also contributes to awakening the potential of cultural and spiritual tourism, making Thanh Hoa an attractive destination on the national tourism map.
