Before the "G hour" of the 2024 high school graduation exam: Serious, careful, safe and secure preparations

This year, Ha Giang has 6,950 candidates registered for the high school graduation exam; of which 6,376 are high school candidates and 574 are continuing education candidates. Ha Giang Department of Education and Training has established 1 Examination Council, 32 examination sites, 322 official examination rooms, and mobilized 2,100 officers, teachers, and employees to participate in organizing the exam.

Vice Chairman of Ha Giang Provincial People's Committee, Head of the Provincial Steering Committee for Examinations Tran Duc Quy directed districts/cities to proactively balance local budget sources, support funding for examination sites in the area; have timely response solutions when natural disasters, floods, and epidemics occur; organize transportation of examination invigilators to examination sites to ensure safety, and provide maximum support for candidates during the examination period.

In Lao Cai province, up to this point, the basic preparations have basically completed the final tasks, ready for the exam to take place safely, with quality, seriously, and in accordance with regulations.

Director of the Department of Education and Training of Lao Cai province, Duong Bich Nguyet, said that this year, the total number of candidates registered and qualified to take the exam in Lao Cai province is 8,385, of which 323 are independent candidates with 368 exam rooms at 26 exam locations across the area. It is expected that about 1,800 officials and teachers will participate in organizing the exam.

Regarding the support for candidates, the Provincial Steering Committee for the Examinations directed schools to establish special working groups to understand the thoughts, aspirations, and circumstances of students, in order to have timely support solutions. The goal is to not let any student drop out of the exam due to difficult circumstances.

In addition, Lao Cai is a mountainous province where landslides and flash floods often occur. Therefore, the Provincial Steering Committee for Examinations has developed a plan to bring students from far away from the Examination Site to a place near the Examination Site, and arrange accommodation for students in case of bad weather as well as other unusual situations that may occur.

Vice Chairwoman of Lao Cai Provincial People's Committee Giang Thi Dung said: The organization of the High School Graduation Exam is identified by the province as an important task. In which, ensuring absolute security, safety and confidentiality for the entire Exam is the most important task to be carried out. Therefore, Lao Cai province has directed and mobilized all resources, coordinated between units, agencies and departments so that the Exam takes place seriously, carefully, safely and confidentially.

Lai Chau Province: The whole province has 4,202 candidates eligible to take the exam, of which, 1,219 candidates take the exam for graduation; 2,655 candidates take the exam for graduation and university admission; 328 candidates who have graduated from high school take the exam for university admission results. Specifically: High school education: 3,732 candidates; continuing education: 129 candidates; independent candidates: 341 candidates.

The province has 01 Examination Council; 21 examination sites (25 schools have reserved examination locations); 228 examination rooms (an increase of 17 rooms compared to 2023); 04 combined examination rooms (Foreign Language Test: English, Chinese, Korean); Examination waiting rooms: 07 entrance waiting rooms, 17 exit waiting rooms; 26 reserve examination rooms..

To ensure that candidates can move smoothly to the exam site, Lai Chau Department of Education and Training has issued documents in coordination with the Department of Health, Provincial Police and Provincial Border Guard Command: Develop a plan and arrange staff to participate in the stages of the exam such as: Printing exam papers; Transporting and handing over exam papers to exam sites; invigilation; grading; securing exam papers, exam papers, etc.); have plans to ensure food safety, disease prevention and control, security and order and traffic safety, plans to prevent natural disasters and floods, etc. to ensure the safety of candidates and staff participating in the exam at exam sites in the province.

In particular, the provincial police have coordinated with the Department of Education and Training to inspect conditions before the exam; arrange security forces to ensure the exam papers and exam papers are protected 24 hours a day, safely and in accordance with regulations.

Strengthening high-tech fraud prevention

Hanoi is the locality with the largest number of candidates taking the high school graduation exam in the country. Director of the Department of Education and Training Tran The Cuong said that the whole city of Hanoi has 108,573 candidates registered for the exam. Of which, the number of candidates taking the exam under the High School Education program is 94,935 candidates (of which 4,175 are independent candidates); the number of candidates taking the exam under the Continuing Education program is 13,638 candidates (of which 446 are independent candidates).

The city has arranged 4,532 examination rooms, including 201 combined examination rooms; 176 waiting rooms, 392 spare examination rooms. Arranged 196 examination sites located at junior high schools, high schools and vocational education - continuing education centers in 30 districts, towns, ensuring convenience for candidates to travel.

With a large scale and a large number of candidates, the Hanoi Department of Education and Training, in addition to preparing for the exam, also emphasizes the work of preventing and combating exam cheating using high technology.

The Hanoi Department of Education and Training has organized a training course on inspection and examination of the high school graduation exam for more than 600 teachers and officials. Some common high-tech cheating devices

The Director of the Hanoi Department of Education and Training noted that testing sites need to remind candidates not to cheat, especially by bringing phones into the testing room. Testing sites need to proactively respond to unusual situations, ensuring the most favorable conditions for candidates.

In the 2024 high school graduation exam, the whole Thai Binh province has 22,726 candidates registered to take the exam. The provincial examination council has established 35 examination sites and 974 examination rooms, 83 waiting rooms and 35 spare examination rooms. Thai Binh mobilized more than 3,400 officials, teachers, employees of the education and training sector, along with security, safety, and medical forces to serve the exam.

The provincial Department of Education and Training has organized training on exam regulations for officials and teachers, emphasizing the new regulation that items that candidates are not allowed to bring into the exam room include: carbon paper, erasers, alcoholic beverages, weapons and explosives, flammable substances, documents, communication equipment (receiving, broadcasting information, recording audio, video) or containing information to cheat during the exam.

At examination sites throughout the province and locations for printing and copying exam papers, preserving exam papers and exam papers, the Provincial Police have developed a plan to deploy forces to ensure security and order as well as absolute safety for all stages of the exam.

In Quang Ninh, this year, there are 18,000 candidates registered to take the exam, an increase of nearly 2,000 candidates compared to last year, including 584 independent candidates. The whole province plans to arrange 37 exam sites with 785 exam rooms and 89 waiting rooms.

In order for the exam to take place seriously, safely and successfully, Quang Ninh has requested relevant authorities, especially the police, to have a plan to strengthen inspection, detection and prevention of the use of high technology to cheat in the exam; have measures to prevent and handle false information on cyberspace, causing misunderstanding among candidates and parents about the nature of a serious and fair exam...

For this year's exam, Quang Ninh has mobilized 2,960 officials, teachers, and employees of the education sector and coordinating agencies to participate in the tasks at 37 exam locations. This is a team of personnel carefully selected to meet the required standards, and has been trained and thoroughly grasped the professional skills of doing the exam.

Ensure traffic safety for the exam

Da Nang City has 13,560 candidates registered for the exam, of which 12,852 candidates took the exam to both recognize graduation and apply for college and university admission; 103 candidates registered for graduation admission and 605 candidates registered for university and college admission.

The whole city has 28 official examination sites with 575 examination rooms, 45 waiting rooms, 28 spare rooms, ensuring the regulations on rooms/places for storing items that are not allowed to be brought into the examination room by candidates are at least 25m away from the examination room; at 28 examination sites, facilities, lighting, fans, cleaning of examination rooms, preparations to ensure examination supervision as required.

Deputy Director of the Department of Education and Training of Da Nang City Mai Tan Linh said that the Department has coordinated with the Traffic Police of Da Nang City, specifically deploying forces to guide traffic, temporarily suspending the operation of trucks carrying soil, sand, and construction materials on all roads in the city on exam days.

Da Nang City Police also deployed forces to regulate and ensure traffic safety; organized on-duty forces in areas near the exam sites and key routes leading to the exam sites with complicated traffic situations and high risk of congestion to ensure absolute safety in transporting exam papers and exam papers of candidates and create favorable conditions for candidates to take the exam.

In the 2024 high school graduation exam, Ha Tinh has 17,083 candidates registered to take the exam. The whole province has arranged 35 exam sites and 740 exam rooms. The task force arranged at the exam sites is 2,643 people.

In preparation for the exam, the Provincial People's Committee has approved the plan to organize the 2024 High School Graduation Exam and issued documents directing relevant departments, branches and units to prepare facilities and necessary conditions to organize the exam to ensure absolute safety, seriousness, honesty, objectivity and compliance with regulations.

The whole province of Khanh Hoa has a total of 14,470 candidates registered for the high school graduation exam, including 12,409 candidates from the general education system and 2,061 candidates from the continuing education system. There are 367 candidates who have graduated from high school and candidates who have graduated from secondary school taking the exam only for university and college admission. The whole province has established 35 exam sites in 8 districts, towns and cities, with 620 exam rooms, 71 waiting rooms and 35 spare rooms.

To prepare well for the exam, the Department of Education and Training of Khanh Hoa province has issued a directive, with educational institutions organizing high school graduation exams, need to closely coordinate with the police and local authorities to deploy specific solutions to ensure order, traffic safety, avoid congestion in the area where the high school graduation exam is held in 2024; create conditions for volunteer youth teams, local shock forces to participate in supporting and guiding traffic during peak times...

Promoting the spirit of "4 rights" and "3 no's" according to the direction of the Ministry of Education and Training

At the training conference on exam supervision for the 2024 high school graduation exam organized by the Dak Lak Department of Education and Training, Director of the Department of Education and Training Pham Dang Khoa emphasized: Although the high school graduation exam takes place annually, teachers have a lot of experience in exam supervision over the years, contributing to the success of organizing the exam in recent years; but all those participating in exam supervision in this exam must absolutely not be subjective or negligent, and need to promote a sense of responsibility in performing their duties with the spirit of "4 rights" and "3 no's" according to the direction of the Ministry of Education and Training.

The Director of the Department of Education and Training requested the entire sector to make efforts and strive to ensure that the exam takes place safely and in accordance with regulations; strive to increase the high school graduation rate in 2024 higher than previous years and equal to the national average.

The whole Dak Lak province has 20,934 candidates registered for the exam with 33 exam locations, 893 exam rooms arranged in 15/15 districts, towns and cities.

Kon Tum province has 5,059 candidates taking the exam at 12 official exam locations. The provincial Department of Education and Training has coordinated with the People's Committees of the districts to arrange 09 additional backup exam locations to organize the exam. The distance from the Examination Council to the farthest exam location is 120 km and the nearest is 01 km, with the average distance between exam locations being 60 km.

Vice Chairman of Kon Tum Provincial People's Committee Y Ngoc requested that functional agencies, departments and branches proactively review all preparation stages and coordinate well with relevant agencies to ensure the exam takes place safely, seriously and in accordance with regulations. At the same time, school teachers actively propagate and encourage candidates participating in the exam to maintain their health and pay attention to traffic safety before, during and after each exam.

In the 2024 high school graduation exam, Dak Nong province has 7,704 candidates taking the exam. The whole province has 21 exam sites, an increase of 2 exam sites compared to last year. All exam sites are selected to ensure factors such as facilities, equipment, etc., convenient for candidates to travel. The whole province has arranged 344 exam rooms, 19 waiting rooms and 42 spare rooms. Up to this point, all rooms have been cleaned, disinfected and sealed.

Director of the Department of Education and Training of Dak Nong province, Phan Thanh Hai, said that the 2024 high school exam must comply with "4 rights" and "3 no's". "4 rights" include: following the regulations and instructions for the exam; following the full process; following the assigned positions and responsibilities; at the right time, promptly handling unusual situations. "3 no's" include: not being negligent or subjective; not arbitrarily handling unusual situations; not being overly stressed or pressured. Through meetings and training sessions, the Department of Education and Training has thoroughly instilled the spirit of "4 rights" and "3 no's" with exam sites and exam site leaders to have thorough preparation, in accordance with the set spirit.

According to Director of the Department of Education and Training of Ho Chi Minh City Nguyen Van Hieu, the whole city has 90,062 candidates taking the exam, of which 5,785 are independent candidates. The city organizes 162 exam sites, of which 87 have independent candidates; mobilizes 11,796 exam supervisors, nearly 3,300 officers and employees to do exam work and serve the exam sites.

The Department of Education and Training also closely coordinates with Ho Chi Minh City Police to ensure security at the test printing, test transportation, and test grading locations.

All examination sites are equipped with backup generators and food safety and hygiene are ensured throughout the examination.

Vice Chairwoman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy said that the city has made careful preparations for the upcoming exam. The Department of Education and Training, departments, agencies and sectors continue to closely coordinate to ensure absolute safety for the exam. Along with that, issues of health, food safety, and psychological support for candidates at the exam sites are focused on to create the best conditions for them.

The city also considers plans to handle unusual situations. Departments, branches and sectors develop preparation and backup plans to ensure timely and quick handling of unusual weather situations, network information security, issues related to exam questions, exam supervision, exam grading, etc.

Can Tho City has 12,886 candidates registered for the exam, an increase of 824 students compared to the 2023 high school graduation exam. The city has established 25 official exam sites and 9 backup exam sites in districts and towns in the area. In case of an incident, the city's education sector is ready to change the exam location, ensuring good conditions for the exam to take place safely.

Currently, 100% of high schools in Can Tho City have organized review sessions for students. At the same time, experienced teachers are selected to consolidate knowledge, equip test-taking skills, approach the test format, and point out common mistakes students make during the test. This helps students avoid mistakes and focus on doing well on the test.

In 2024, Long An will have 1 Examination Council, the whole province will have 36 examination sites, 689 examination rooms with 15,804 candidates registered to take the exam. The examination sites are fully prepared, ensuring facilities to serve the exam.

Director of the Department of Education and Training of Long An province, Nguyen Quang Thai, said that the total number of candidates registered for the exam was 15,804 with 689 exam rooms. Of these, 515 were independent candidates.

The Department of Education and Training, in coordination with localities, has reviewed the number of examination rooms and spare examination rooms, and facilities at 36 examination sites to ensure adequate conditions for organizing the exam well. In addition, each district has prepared 1 spare examination site at a secondary school in the area, and at the same time, assigned 20 spare invigilators and assigned the Head of the Department of Education and Training to review the examination regulations for this number, ensuring readiness to participate in the examination when summoned.

According to Mr. Nguyen Quang Thai, the Provincial Steering Committee for Examinations has directed units to develop plans and solutions to handle unusual situations.

Specifically, the Electricity Department coordinates with the Department of Education and Training and localities to agree with relevant parties on a plan to arrange backup generators to respond in case of sudden power outages.

The exam printing area has a 15KVA backup generator. At the same time, there are backup devices ready to replace when an incident occurs.
