Schools 'lost tuition fees' and other revenues, district issues guidelines

In response to reports from publiceducational institutions in the district about the loss of tuition fees and other revenues in the 2022-2023 and 2023-2024 school years, a district in Ho Chi Minh City issued an official dispatch with instructions on how to handle the situation.


On October 23, the Department of Education and Training of District 12, Ho Chi Minh City, sent a dispatch to the principals of public kindergartens, primary schools, and secondary schools and directors of vocational education and continuing education centers. The dispatch stated that it had recently received reports of lost tuition fees and other revenues according to regulations from educational institutions in the district in the past two school years.

Fees must be fully and publicly communicated in writing to parents.

The Department of Education and Training of District 12 directed units to strengthen the information and propaganda work on documents guiding the implementation of revenue and expenditure so that parents, parent representatives, and teachers clearly understand and comply with regulations on revenue and expenditure during the school year. At the same time, it is necessary to implement the tuition exemption and reduction regime and support for learning costs of the city's education and training sector, in the official dispatches on the direction of the Ministry of Education and Training , the City People's Committee, and the Department of Education and Training.

The department also requested educational institutions to comply with the official dispatch on managing revenues in the education sector; mobilizing funding for education and parent-teacher activities.

The Department of Education and Training of District 12 also reminded educational institutions that all collections must be fully and publicly announced in writing to parents and students. Before implementing the collection, there must be an agreement on each collection item with parents and students; the collection time must be extended; multiple collections must not be collected at the same time, and all financial management regimes must be fully implemented according to regulations.

It is necessary to state the difficulties of 'losing tuition fees' and other revenues according to regulations.

District 12 requires units to disseminate methods of collecting and paying tuition fees monthly, quarterly, or semesterly when parents have a need. At the same time, it is necessary to state the school's difficulties when parents do not pay tuition fees and other fees according to regulations (if any).

More specifically, regarding the issue of lost tuition fees and other fees according to regulations when parents do not pay, the Department of Education and Training of District 12 said that periodically every month/quarter/semester, the school needs to review the situation of students who still owe tuition fees and other fees (if any), and send notices to parents.

"If a student is in a particularly difficult situation or has to drop out of school due to not having money to pay tuition, schools must find out the situation, coordinate with the ward People's Committee to confirm the student's family situation to have a plan to mobilize and support students to continue going to school," the Department instructed.

In cases where parents cannot be contacted or parents do not cooperate in paying tuition fees for their children, according to the Department of Education and Training, schools need to send an official dispatch requesting the Ward People's Committee to support in reminding local parents to fulfill their obligation to pay tuition fees according to regulations and keep records according to regulations, and submit them to competent authorities when requested.
