Schools suffer 'losses in tuition fees' and other revenue; district issues guidelines.

Following reports from public educational institutions in the district regarding the loss of tuition fees and other revenue during the 2022-2023 and 2023-2024 school years, a district in Ho Chi Minh City issued a document providing guidance on how to handle the situation.


On October 23, the Department of Education and Training of District 12, Ho Chi Minh City, sent a document to the principals of public kindergartens, primary schools, and secondary schools, as well as the directors of vocational education and continuing education centers. The document stated that it had received reports of revenue losses from tuition fees and other fees not stipulated by regulations from educational institutions in the district over the past two academic years.

All fees must be fully and publicly disclosed to parents in writing.

The District 12 Department of Education and Training directs all units to strengthen the dissemination of information and propaganda regarding the implementation of regulations on revenue and expenditure so that parents, parent representatives, and teachers understand and comply with the regulations on revenue and expenditure during the school year. At the same time, they must implement the tuition fee exemption and reduction scheme and support for learning expenses of the city's education and training sector, as directed in official documents from the Ministry of Education and Training , the City People's Committee, and the Department of Education and Training.

This department also recommends that educational institutions comply with the official document on managing revenue in the education sector; solicit donations for education and parent-teacher association funding.

The District 12 Department of Education and Training also reminded educational institutions that all fees must be fully and publicly announced in writing to parents and students. Before collecting any fees, there must be a unified agreement with parents and students on each fee; the collection of fees should be spread out over time; multiple fees should not be collected simultaneously; and all financial management regulations must be fully implemented.

It is necessary to highlight the difficulties caused by the 'loss of tuition fees' and other legally mandated charges.

District 12 requires schools to disseminate information on how to collect tuition fees monthly, quarterly, or per semester when parents request it. They should also explain the difficulties schools face when parents fail to pay tuition and other required fees (if any).

Regarding the issue of unpaid tuition fees and other fees as stipulated by regulations, the District 12 Department of Education and Training stated that schools should periodically (monthly/quarterly/semesterly) review the situation of students who still owe tuition fees and other fees (if any) and send notifications to parents.

"If a student is in a particularly difficult situation or has to drop out of school due to lack of tuition fees, schools should investigate the circumstances, coordinate with the People's Committee of the ward to verify the student's family situation, and develop a plan to mobilize support to enable the student to continue attending school," the Department instructed.

Regarding cases where schools cannot contact parents or where parents are uncooperative in paying tuition fees for their children, the Department of Education and Training advises schools to send a letter requesting the People's Committee of the ward to assist in reminding local parents to fulfill their tuition payment obligations as required, and to maintain proper records for submission to the competent authority when requested.
