On November 5, Mr. Dau Thanh Vinh, Principal of Dong Nai Pedagogical Practice High School, said that he had just sent a document to the Provincial People's Committee, requesting autonomy at the level of "partially ensuring regular expenses".

Accordingly, the school was established in 2014, under the management of Dong Nai University, with more than 3,200 students at three levels.

In 2019, the province approved the school's staff structure of 154 people, but the budget only guaranteed funding for 54 people. To date, the school has 148 teachers and staff.

According to calculations, to ensure teaching and learning activities, the school needs at least 24 billion VND/year.

However, each year the school receives 3.6 billion VND from the budget plus other revenues, the school balances about 11 billion VND. Mr. Vinh said that in the past time, the school could only organize teaching and learning at a minimum level.

The increase in basic salary from July 1st has further increased the financial pressure on the school. Meanwhile, the allocated budget remains the same, causing the school to fall into a difficult situation.

"With the allocated budget, the school will not be able to operate and pay salaries to teachers and workers," said Mr. Vinh.

Previously, this school was reported by parents about many illegal fees at the beginning of this school year.

After checking, the Department of Education and Training concluded that the collection of the above fees was against the regulations and asked the school to refund the money. However, the school still affirmed that these fees were included in the project approved by the Provincial People's Committee.

The case is still under investigation and awaiting comments from the Department of Finance.
