Removing obstacles in implementing autonomy

Resolution No. 71-NQ/TW on breakthroughs in education and training development (Resolution 71) clearly states the requirement to ensure full and comprehensive autonomy for higher education and vocational training institutions, regardless of the level of financial autonomy.

According to Mr. Nguyen The Luc - Vice Principal of Hanoi College of Pharmacy - this is expected to remove obstacles in implementing autonomy; help higher education and vocational education institutions implement autonomy in a practical and effective manner, while overcoming many long-standing difficulties in administration and management.

Specifically, not using the level of financial autonomy as a measure of autonomy of training institutions will create conditions for maximum "unleashing" for schools in administrative work. This removes the long-standing mindset that links educational autonomy with financial autonomy; at the same time, giving training institutions full decision-making authority in many aspects: academic autonomy (programs, training methods, scientific research), autonomy in human resource organization, autonomy in cooperation with businesses and autonomy in developing development strategies.

Thanks to that, educational institutions have the conditions to maximize their potential, encourage creativity and breakthroughs in training, research as well as in management methods. This especially helps schools boldly innovate teaching and management methods to adapt to practical requirements and social needs.

At the same time, not using financial criteria as a measure of autonomy also helps educational institutions to improve their initiative and promote accountability to the State and society, thereby contributing to improving training quality and creating a fair and healthy competitive environment for higher education and vocational education.

Institutionalizing Resolution 71 in the Law on Vocational Education

Regarding vocational education, in order for Resolution 71 to be effective in practice, Mr. Nguyen The Luc said that it is necessary to focus on the following factors:

Firstly, attract learners to vocational education. Currently, social psychology still values ​​degrees more than actual abilities, leading to many parents and students choosing universities but after graduation, it is difficult to develop their expertise or find suitable jobs.

Therefore, it is necessary to strengthen communication work, the participation of the whole society and all levels and sectors; at the same time, pay attention to the salary regime, job opportunities, and promotion for vocational learners, thereby realizing the vocational education goals by 2030 set out in Resolution 71.

Second, build a legal corridor for vocational students to have the opportunity to transfer to higher levels such as university. Currently, vocational training institutions have autonomy in designing training programs, leading to differences between schools in the same field and level in terms of the number of subjects and credits (except for compulsory common modules).

Third, linking training with practice at enterprises. Conclusion No. 91-KL/TW has pointed out that practical activities in vocational education are still too formalistic and not in-depth. The revised Law on Vocational Education needs to provide solutions and legal corridors so that enterprises are ready to accompany the vocational education system, thereby forming a workforce with qualifications and skills to meet practical requirements.

Fourth, give full autonomy to vocational training institutions in building long-term development strategies, promote the role and responsibility of leaders, and at the same time increase accountability to the State and society.

Fifth, issue policies to support digital transformation and the application of new technologies, especially artificial intelligence (AI) in vocational education. Specifically, it is necessary to focus on investing in technology infrastructure, training AI knowledge for managers and teachers, and moving towards a smart governance model in vocational training institutions.
