The Hanoi Department of Education and Training has just issued a document requesting the People's Committees of wards and communes to direct educational establishments in the area and heads of units and schools under the Department to closely monitor the developments of storm No.
Based on the weather situation, units proactively review and prepare plans, deploy disaster response plans according to the "4 on-site" motto suitable to school conditions; review the tree system, if detecting perennial trees at risk of breaking or falling, they must report for timely handling.
Units also need to have plans and promptly move assets, machinery, equipment, tables, chairs, records, books to safe places, ensuring no damage, breakage, loss, and minimizing damage caused by storms.

The Hanoi Department of Education and Training requested educational institutions under the Department in the area to focus on monitoring and responding to storm No. 11.
For units and educational establishments with boarding students, the Hanoi Department of Education and Training recommends strict management of students; student movement must be closely coordinated between schools and families; adequate preparation of drinking water, food, and provisions to ensure the living needs of students staying at school during storms.
The Department of Education and Training noted that, in the face of natural disasters, storms, floods, and epidemics, heads of educational institutions need to regularly monitor the situation, promptly adjust flexible teaching and learning plans, and choose appropriate forms. Schools should proactively report to the People's Committees of wards and communes; relevant units and the Department of Education and Training for coordination and direction.
Schools absolutely do not organize extracurricular activities or collective activities, especially in places at risk of flooding and landslides.
Previously, after the historic rain that paralyzed Hanoi's traffic, the story of the Hanoi Department of Education and Training letting students stay home from school received many mixed opinions. Moreover, not all areas are affected by natural disasters and floods, so schools should base their decisions on the actual situation," Tien Phong newspaper quoted a representative of the Hanoi Department of Education and Training.
According to the National Center for Hydro-Meteorological Forecasting, at 4:00 a.m. on October 4, the center of storm No. 11 Matmo was located in the eastern sea of the North East Sea, about 570 km east-northeast of Hoang Sa special zone. The strongest wind near the center of the storm was level 11 (103-117 km/h), gusting to level 14. Moving in the West-Northwest direction, at a speed of about 25 km/h.
It is forecasted that by 4am on October 5, storm No. 11 Matmo will move rapidly in the West-Northwest direction, at 20-25km/h per hour, with the possibility of further strengthening. The center of the storm is located in the North East Sea, about 130km east of Leizhou Peninsula (China) with a level 13 intensity, gusting to level 16.
