Do not reduce access to education for students at all levels

The Ministry of Education and Training has just issued Official Dispatch No. 6165/BGDĐT-GDPT to the People's Committees of provinces and cities to guide the arrangement and organization of preschool, general education and continuing education facilities in accordance with two-level local authorities.

Accordingly, the Ministry of Education and Training requested the People's Committees of provinces and cities to comply with current regulations on school and class sizes, facility standards, and teacher quotas; linked to planning, population size, population density, and geographical conditions; and properly implement the prescribed standards and criteria for preschool, general, and continuing education.

The arrangement must ensure that it does not reduce the opportunity for children, students and trainees to access education ; that it is safe and convenient for children, students and trainees to go to school; that mergers are not carried out if the geographical distance between the residence and the school is too far or the traffic conditions are not suitable; and that requirements for universal education and compulsory education are met.

The Ministry of Education and Training notes: Do not merge kindergartens with general schools; do not merge continuing education facilities with general schools; the arrangement of continuing education facilities must be suitable to the lifelong learning needs of local people.

Regarding implementation content, the Ministry of Education and Training proposed to review and evaluate the current status of the educational institution network to develop a plan for arrangement and prepare implementation conditions.

For preschool and general education facilities, only merge schools and school locations within a commune-level administrative unit; prioritize retaining school locations with favorable conditions (facilities, traffic, concentrated population); dissolve separate school locations that do not meet minimum facility standards.

Educational institutions subject to consolidation must have adequate facilities at the main school site. The conversion of land use purposes and facilities at the relocated schools must comply with legal regulations and ensure effective use.

Localities ensure that each commune-level administrative unit has at least one kindergarten, one primary school and one secondary school. In special cases, it is possible to organize general schools with many levels, but separate areas must be arranged for each level, ensuring teaching and learning conditions. Priority is given to general school models with many levels (primary and secondary) in sparsely populated areas or places with difficult travel conditions. At the same time, consider merging kindergartens and merging small-scale, substandard primary schools in the same commune-level area according to a suitable roadmap.

For continuing education facilities, arrange and merge continuing education centers, vocational education - continuing education centers into inter-ward and commune vocational education - continuing education centers according to the functions, tasks and organizational structure of vocational education - continuing education centers; merge continuing education centers with inter-ward and commune vocational education - continuing education centers in the same commune-level area. Arrange and merge community learning centers according to commune-level areas; ensure that each commune-level administrative unit has a commune-level community learning center.

Regarding the preparation of conditions for the implementation of the arrangement, the Ministry of Education and Training noted that it is important to prioritize budget allocation to renovate and upgrade facilities and teaching equipment at main schools before receiving children, pupils and students from separate schools; at the same time, it is necessary to develop a reasonable implementation roadmap for each stage, medium term and long term.

In addition, take advantage of surplus housing and land funds after administrative unit arrangement to serve education; focus on renovation, repair, upgrade or additional construction, fully meeting regulations on scale, location, area and in accordance with the long-term development orientation of educational institutions.

Localities shall arrange and arrange appropriately the team of managers, teachers and staff for preschools, general education establishments and continuing education establishments according to the job position plan; ensure the balance between educational levels and types of educational establishments. At the same time, have appropriate support policies for children, students and trainees in especially difficult areas, ethnic minority areas, mountainous areas, islands and children, students and trainees with disabilities to ensure the right to access education.
