On the morning of November 27, at the 28th session, the majority of delegates of the Hanoi People's Council voted to pass the Resolution regulating the list, collection levels and management mechanism for services serving and supporting educational activities at public preschools and general education institutions.

The resolution applies to preschool children, high school students studying at public institutions and students studying general education programs at vocational education and continuing education centers in the city. High-quality public educational institutions are not subject to regulation.
According to the recently approved content, most of the current fees will remain unchanged. Only the 2-session/day service at the secondary level and extracurricular educational activities and cultural knowledge enrichment will be eliminated.
The reason is that from the 2025-2026 school year, schools are not allowed to collect extra tuition fees according to Circular 29 of the Ministry of Education and Training, and at the same time, junior high and high schools with sufficient facilities must implement 2 sessions/day according to Directive 17 of the Government .

The only service in the after-school group that is retained is life skills education directly organized by the school, with a maximum fee of 15,000 VND/teaching hour.
Along with that, after-school care and nurturing services are replaced by after-school care and childcare services (including care before and after school hours but not including meals). This regulation allows primary and secondary schools to organize early pick-up or late drop-off according to parents' needs, with a maximum fee of 12,000 VND/60 minutes.
Apart from the care fee, other ceiling fees remain the same, such as boarding care fee of 235,000 VND/month, boarding equipment cost of 133,000 VND/month for primary and secondary schools, drinking water fee of 16,000 VND/month, and student shuttle service fee of 10,000 VND/km.
According to the resolution, based on the ceiling issued by the city, educational institutions must develop cost estimates and propose specific collection levels. All collections must have written agreement with parents on a voluntary basis, and be agreed upon by the school board and higher management agencies such as the People's Committee of the ward, commune or the Department of Education and Training before being issued, ensuring that they do not exceed the prescribed ceiling.
Educational institutions must also organize collection, management, and use in accordance with regulations and provide full documents to payers. Students who are policy beneficiaries or have difficult circumstances will be considered for appropriate exemptions and reductions.
In the case of online learning, public kindergartens and primary schools will not implement the collection according to this resolution. If there is a difference between revenue and expenditure, the school must proactively compensate from other legal funding sources, the state budget will not provide compensation.
