From November 26-27, the Hanoi People's Council held the 28th session to evaluate the results of 2025, orientation for 2026 and resolve important contents to create momentum for the capital's development.
The regular year-end meeting was attended by Politburo member, Permanent Vice Chairman of the National Assembly Do Van Chien and Politburo member, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc. Before the official working session, the City People's Council organized a fundraising event to raise more than 150 million VND to support people in the Central and Central Highlands regions to overcome the consequences of natural disasters.
Speaking at the opening session, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc emphasized that the capital is entering a new era of development with a huge and unprecedented workload. He asked authorities at all levels to renew their thinking and take more drastic actions to create a solid foundation for 2026. The City People's Council needs to concretize an action program to consolidate the political system and develop the socio- economy for the goal of growth of 11% or more from 2026.

According to Chairwoman of the Hanoi People's Council Phung Thi Hong Ha, this session will review 21 reports and pass 49 important resolutions. Key contents include the 2026 Socio-Economic Development Plan, the Decision on land price list applicable from January 1, 2026 and regulations on low-emission zones. The questioning activities at the session will be conducted in writing with 34 groups of issues sent to relevant agencies and will be widely publicized in the press for voters to monitor.
Also at the session, National Assembly Standing Vice Chairman Do Van Chien highly appreciated the activities of the Hanoi People's Council as a bright spot in innovation and efficiency. He suggested that the city prioritize resources to completely resolve long-standing urban issues and strongly develop the cultural industry. National Assembly leaders expect Hanoi to become a green, smart, modern and internationally attractive capital.
According to the Hanoi People's Committee, the socio-economic picture in 2025 has many positive growth highlights. The city is expected to complete 23/24 planned targets, including two important targets exceeding the plan. Specifically, the average GRDP per capita is estimated at 176.4 million VND and the export turnover of goods is estimated at 21.38 billion USD.
By the end of November 2025, the state budget revenue for the whole year is estimated at 641.7 trillion VND, equivalent to 124.9% of the estimate and a growth of 24.9% compared to 2024. Notably, foreign direct investment (FDI) inflows into the city increased sharply, estimated at 4.1 billion USD, up 52% over the same period. The tourism sector continued to recover strongly when welcoming 33.7 million visitors, while Hanoi's local innovation index (PII) continued to lead the country.
