On November 26 and 27, functional forces and coastal authorities actively propagated and mobilized aquaculture farmers to urgently harvest aquatic products of commercial size, reinforce cages... in a spirit of urgency, racing against time to promptly respond to storm No. 15.
Urgently harvest and reinforce cages
On the morning of November 27, the forces of Nam Ninh Hoa Commune People's Committee coordinated with Vinh Luong Border Guard Station and Ninh Hoa Fisheries Control Station to go to the aquaculture areas on Nha Phu lagoon to propagate to the people to proactively respond to storm No. 15. On the ship, the functional forces used handheld loudspeakers to continuously announce the developments and forecasts of storm No. 15; at the same time, propagandize to the people to proactively reinforce rafts, cages, raft houses and implement measures to protect aquatic products being raised... to minimize damage when the storm hits. The functional forces also required people to leave the rafts to take shelter from the storm and absolutely not stay on the rafts when requested.

Mr. Nguyen Dung - a worker on a fish farm in Nha Phu lagoon area said: "Currently, our fish farm has more than 10 cages of pomfret fish to sell for Tet, but they have not reached commercial size so they cannot be harvested yet. For the past 2 days, we have been moving the fish farm to a more sheltered area; reinforcing the anchor system of the fish farm and cage, sewing the cage mouth to prevent fish from escaping; adding more support to the fish farm... We will try our best to implement measures to cope with the storm, by the afternoon of November 28, after feeding the fish, we will move immediately to shore. Other fish farms throughout Nha Phu lagoon farming area are also urgently implementing measures to cope with the storm."
According to Mr. Nguyen Binh Loi - Chairman of Nam Ninh Hoa Commune People's Committee, Nha Phu lagoon area currently has about 80 aquaculture rafts, mainly cobia, yellowfin pompano, lobster, with about 1,500 cages and about 10 hectares of oyster rafts. Of which, 65 rafts, with nearly 1,000 cages, belong to Nam Ninh Hoa commune residents, the rest belong to Bac Nha Trang ward residents. In fact, the number of rafts with aquaculture products is not much, partly because people harvested before storm No. 13 and partly because of damage caused by the recent heavy rain and floods. The locality has continuously assigned people to coordinate propaganda to aquaculture workers both at sea and on land to implement storm response measures; the spirit of the people is also very urgent.
At the Dam Mon ferry terminal (Dai Lanh commune), boats and ships rushed from the ferry terminal to bring food to the farming area to feed shrimp and fish; in the opposite direction, some boats harvesting fish and shrimp of commercial size also docked to sell to traders. Ms. Nguyen Thi Thin, who raises yellowfin pomfret in the Dam Mon sea area, said: "My family's fish have reached an average size of about 0.7 - 0.8 kg/fish. Hearing that storm No. 15 is about to enter, my family decided to harvest a large number of fish for sale before the storm. The estimated output is about 8 tons of fish, the selling price is 110,000 VND/kg, not lower than normal days." According to information from the People's Committee of Dai Lanh commune, there are 919 households farming in cages in the area, with 34,662 cages, and more than 2,100 workers. Currently, some households with large shrimp and fish are urgently harvesting, while households with small-sized aquatic products (accounting for about 20% of aquaculture cages in the area) are urgently implementing measures to protect cages and farmed aquatic products.
Forced people to leave rafts and go ashore to avoid the storm
To cope with storm No. 15, on November 25, the People's Committee of Dai Lanh commune held a meeting of the Commune Civil Defense Command, paying special attention to reviewing and requesting aquaculture workers to take measures to protect cages and farmed aquatic products. On the morning of November 26, the locality established two working groups at sea to directly go to key farming areas such as Dam Mon, Hon Do, Hon Sang, Sung Ke, Lach Co Co, Diep Son, Hon Vung, Nam Hon Ong, Khai Luong... to review and mobilize people to urgently harvest farmed aquatic products, reinforce cages, and commit not to stay on cages when the commune has an evacuation order; after 6:00 p.m. on November 28, those who remain on cages will be forced by the locality and taken to storm shelters.

In the aquaculture areas of Tri Nguyen, Bich Dam (Nha Trang ward), communes and wards along Cam Ranh bay, Vinh Hai and Ca Na communes, local authorities, functional forces and farming households are also racing against time to soon complete the harvesting of aquatic products to commercial size, reinforce cages and rafts, protect the aquatic products being farmed... Through propaganda by functional forces, workers on the cages and rafts all said they would leave the rafts and go ashore to take shelter from the storm at the request of functional agencies and local authorities.
Mr. Le Dinh Khiem - Head of the Department of Fisheries and Islands said: To proactively respond and minimize damage caused by storm No. 15 in the aquaculture sector, the department has directed the Fisheries Control Stations in localities to coordinate with the Border Guard force and local authorities to go to the farming areas to propagate and mobilize aquaculture households to proactively implement storm response measures, early harvest or selectively harvest aquaculture products that have reached commercial size or are close to harvest to reduce damage caused by loss and storms. For aquaculture products that have not been harvested early, farmers need to urgently reinforce the entire system of cages, mooring lines, buoys, and firmly fix the cages. If necessary, they can move the cages to a sheltered, safe place. To ensure absolute safety for workers on cages and aquaculture facilities, before 6:00 p.m. on November 28, all people on the aquaculture cages must go ashore and absolutely not stay on the cages.
