We demand that the school acknowledge its shortcomings and learn from this experience.
On October 18th, Mr. Nguyen Van Canh, Vice Chairman of the People's Committee of Nghi Duc commune, Vinh City, Nghe An province, stated that the unit had submitted a report to the People's Committee of Vinh City and the Department of Education and Training regarding the relocation of air conditioners from the old school building to the new school building.

Specifically, Nghi Duc Primary School has 53 air conditioners to serve 32 rooms, including: 25 classrooms, 2 principal's offices, and 5 functional rooms.
For the 2024-2025 school year, the school has just completed a three-story building. Therefore, the school has decided to move its equipment, including 23 air conditioners, into this newly constructed building.
According to the economic contract between the school and the relocation unit, the total cost of implementation is over 53 million VND.
This includes two tasks: firstly, upgrading the three-phase electrical wiring system to power the air conditioning units; and secondly, covering the labor costs for dismantling, cleaning, maintenance, and replacing parts, ensuring the safe commissioning of 23 air conditioners.

Regarding the incident, the Vice Chairman of the Nghi Duc Commune People's Committee stated that the school did not follow the correct procedures. Specifically, it failed to hold a meeting to gather parents' opinions before implementing the plan, leading to conflicting and inconsistent opinions.
However, due to the urgent situation as the old classroom buildings were dilapidated, and because the school administration did not hold parent meetings during the summer break, they only communicated through the school's parent-teacher association (3 members).
Regarding this matter, Nghi Duc commune has requested the school to hold a serious review meeting on the shortcomings of the school's management board in implementing the relocation of the air conditioning system.
At the same time, the school needs to organize a school-wide parent meeting or a meeting of the parent-teacher association representatives from each class to publicly and specifically disclose the costs associated with the air conditioner relocation contract.
If the school cannot secure funding from parents, it must find its own resources.
Upon arriving at Nghi Duc Primary School, reporters observed that the three-story building was essentially complete. Notably, the construction had not yet been officially inspected and approved, but the school was still allowing students to use it for classes.
The restroom area on the first floor is experiencing leaks from the second floor.
Furthermore, despite being a newly constructed building, there are already signs of leakage, with water seeping from the second-floor floor down to the first-floor bathroom area.
Reportedly, this project was built with a total budget of over 11 billion VND, with the Nghi Duc Commune People's Committee as the investor. The construction unit for the school building is Quoc Anh Investment and Construction Joint Stock Company (located in Tan Lac town, Quy Chau district, Nghe An province), represented by Mr. Hoang Van Han as its legal representative.
Regarding this matter, the Vice Chairman of the People's Committee of Nghi Duc commune acknowledged that the newly built school had not yet been officially inspected and approved but had already allowed students to attend. The reason was that the school also wanted to put it into use as soon as possible, so the local authorities did not follow the regulations correctly.
"The school is currently allowing the children to attend classes temporarily, while the People's Committee of Nghi Duc commune is also finalizing the regulations for proper acceptance," said the Vice Chairman of the People's Committee of Nghi Duc commune.
Regarding the water leaking from the second floor, the construction company representative stated that the drilling work punctured the pipes, causing water to seep down. The construction company is currently working to fix the issue in the restrooms.
A price list for relocating air conditioners at Nghi Duc Primary School has caused a stir on social media.
Regarding the school's expenditure of over 3.8 million VND per class to relocate air conditioners to new classrooms, Ms. Hoang Phuong Thao, Head of the Education and Training Department of Vinh City, said that the department has received a report from the school.
However, regarding the cost of dismantling and reinstalling the air conditioners, the department has not yet checked. "The school's relocation process was not correct. They should have discussed it with parents beforehand, instead of acting first and asking for permission later," Ms. Thao said.
Therefore, the Department of Education and Training has also directed Nghi Duc Primary School to continue persuading parents to agree to the project; if parents do not agree, the school must save resources and arrange other sources to pay the contractor for the air conditioner installation.
Regarding the issue of schools accepting donations for air conditioners, this must be done in accordance with Circular 16/2018/TT-BGDĐT of the Ministry of Education and Training on donations to educational institutions within the national education system.
When parents donate air conditioners, they must hand them over to the school for acceptance. After students graduate, the school must discuss and discuss how to continue using and managing them with the parents. All fundraising and donation activities must be conducted openly and transparently.
Parents expressed mixed opinions after the first meeting of the school year.
As previously reported, at the parent-teacher meeting on October 13th, Nghi Duc Primary School announced several fees, including the cost of relocating and installing air conditioners for 8 classrooms from the old classrooms to the new ones.
The total cost to relocate the two air conditioners in each classroom was over 3.8 million VND. This included 740,000 VND for three-phase wiring, 300,000 VND for removal, 400,000 VND for cleaning, 800,000 VND for installation, 1,060,000 VND for copper piping, and 100,000 VND for water pipes…
Following the school's price list, many parents expressed disagreement, arguing that the amount for relocating the air conditioners was higher than market rates. Furthermore, they pointed out that the relocation had been done beforehand, and the school hadn't consulted parents. They only informed parents about the payment after the work was completed.
