What criteria must vocational schools meet to be accredited?

The Ministry of Labour, Invalids and Social Affairs has just released a draft circular stipulating criteria and standards for quality accreditation of vocational schools, including colleges, secondary schools, and vocational education centers, replacing Circular No. 15 of 2017.

Here, most of the criteria and standards for accrediting educational institutions and training programs are inherited from Circular No. 15, only rearranged and adjusted in some points to suit reality and increase requirements to improve quality assurance conditions.

Training facilities and equipment are one of the criteria for quality accreditation.

Specifically, while the old regulations had 9 criteria for accrediting vocational education institutions, the draft of the new circular has removed the criterion on "financial management," leaving 8 criteria: mission, objectives and management (5 standards); training activities (8 standards); teachers, management staff and employees (7 standards); programs and curricula (7 standards); facilities and training equipment (8 standards); scientific research and international cooperation (4 standards); learners and learner support activities (5 standards); and quality monitoring and evaluation (6 standards).

According to previous regulations, each qualifying standard received 1 point, and each individual accreditation criterion had to achieve at least 60% of the benchmark score to meet the quality accreditation standard. The draft of the new circular increases this to 2 points, and the score for each accreditation criterion must be 60% greater than the total score of all the standards for that criterion to be considered successful.

Regarding program accreditation, the draft proposes seven criteria, equivalent to the seven criteria of the old regulations, including: program objectives and learning outcomes; program content structure and syllabi; training activities; teaching staff, management staff and employees; learners and learner support activities; facilities, equipment, and learning materials; and quality monitoring and evaluation.

The scoring scale for each satisfactory criterion has been raised to 2.5 points instead of the previous 2 points.

A training program is considered to meet quality accreditation standards when its total evaluation score reaches 80 points or higher, and the evaluation score for each criterion is greater than 60% of the total evaluation score for that criterion.

In addition, some mandatory standards must be met (2.5 points) and cannot be lower, such as the standard "training methods must be consistent with the content, objectives and output standards"; "teaching and learning activities must promote active participation, self-reliance, independent work ability, self-study and research skills..."

According to Mr. Nguyen Quang Viet, Director of the Quality Assurance Department, General Department of Vocational Education, to date, 101 educational institutions have been accredited, of which 100 have achieved accreditation. In addition, 124 training programs have achieved quality accreditation.

The Ministry of Labour, Invalids and Social Affairs has also licensed four accreditation organizations: Vietnam Education Accreditation and Consulting Joint Stock Company (Ho Chi Minh City), Institute for Human Resource Training and Development ( Hanoi ), Saigon Academy Co., Ltd. (Ho Chi Minh City), and the Center for Community Human Resource Training and Development Support and Consulting (Hanoi).
