(NLĐO) - According to a Circular from the Ministry of Public Security , those with a valid driver's license will be exempt from the theoretical test when registering for the A1 and A class driver's license exams.
The Ministry of Public Security has issued Circular No. 12/2025, regulating the examination and issuance of driver's licenses; and the issuance and use of international driver's licenses, replacing Circular 35/2024 of the Ministry of Transport (the old name). The Circular takes effect from March 1st.

According to a circular from the Ministry of Public Security, those with a valid driver's license will be exempt from the theoretical test when registering for the A1 (engine capacity up to 125 cm3 or electric motor power up to 11 kW) and A (engine capacity over 125 cm3 or electric motor power over 11 kW) driver's license tests.
Previously, Circular 35/2024 stipulated that candidates with a car driving license were exempt from the theory test for A1 licenses (up to 175 cm3). However, candidates applying for an A2 license (over 175 cm3) were not exempt.
According to Circular 12/2025, the driving test for A1, A, and B1 licenses includes both theory and practical driving on a closed course. Specifically, candidates who fail the theory test are allowed to proceed to the practical driving test on the closed course. Candidates who pass either the theory or the practical driving test on the closed course will have their results retained for one year.
Meanwhile, the driving test for all categories of automobiles includes theory, simulation, driving on a course, and driving on the road. Failures in any section can be retaken. Passed sections will be retained for one year.
Candidates who bring mobile phones or communication devices into the theoretical examination room, the traffic simulation examination room, or the examination vehicle, or who engage in other fraudulent activities that falsify results, will have their examination results suspended or canceled.
The new circular from the Ministry of Public Security stipulates that the Traffic Police Department will issue driver's licenses to those who pass the driving test within 7 working days from the date the test ends. Electronic driver's licenses will be integrated into the electronic data system and electronic identification account within 3 working days from the date the test ends.
In cases where a driver's license has expired for less than one month and the license holder is unable to renew it due to illness, natural disaster, fire, or epidemic, they are not required to take the theoretical driving test.
If your driver's license has expired for less than one year (even just one day), you must take a theoretical test as prescribed to obtain a new license. Furthermore, if your driver's license has expired for one year or more, you must take a theoretical test and a practical driving test (both on the driving course and on the road) to obtain a new license as prescribed (a simulation test is not required).
