(NLDO)- According to the Circular of the Ministry of Public Security , people with a valid driver's license will be exempted from the theory test when registering for the A1 and A driver's license test.
The Ministry of Public Security has issued Circular No. 12/2025, regulating the testing and issuance of driving licenses; the issuance and use of international driving licenses, replacing Circular No. 35/2024 of the Ministry of Transport (old name). The Circular takes effect from March 1.

According to the circular of the Ministry of Public Security, people with a valid car driving license will be exempted from the theory test when registering for a driving license test for class A1 (capacity up to 125 cm3 or electric motor capacity up to 11 kW) and A (capacity over 125 cm3 or electric motor capacity over 11 kW).
Previously, Circular 35/2024 stipulated that the theory test for A1 driver's license (up to 175 cm3) was exempted if the candidate had a car driver's license. Candidates registering for A2 driver's license (over 175 cm3) were not exempted.
According to Circular 12/2025, the driving test for classes A1, A, B1 includes theory and practice in the picture. In particular, candidates who fail the theory test will continue to take the practical driving test in the picture. Candidates who pass the theory test or the practical driving test in the picture will have their test results reserved for 1 year.
Meanwhile, the driving test for all classes of cars includes theory, simulation, driving in pictures and driving on the road. The part that is not passed can be re-registered. The passed content will be reserved for 1 year.
Candidates who bring phones or communication devices into the theoretical test room, the test room simulating traffic situations, on the test vehicle or commit other fraudulent acts that distort the results will be suspended or have their test results revoked.
The new circular of the Ministry of Public Security stipulates: The Traffic Police Department will issue a driving license to those who pass the test within 7 working days from the end of the test. The electronic driving license is integrated into the electronic data system and electronic identification account within 3 working days from the end of the test.
In case the driving license has expired for less than 1 month and the driver's license holder cannot carry out the procedure to change the driving license due to illness, natural disaster, fire, or epidemic, that person does not have to take the theory test.
In case the driving license is expired for less than 1 year (only 1 day is expired), a theoretical test must be taken according to regulations to issue a driving license. In addition, in case the driving license is expired for 1 year or more, a theoretical test, practical driving test in the form and on the road must be taken to issue a driving license according to regulations (no need for a simulation test).
