On September 19th, a delegation from the French Embassy visited the University of Technology (Vietnam National University Ho Chi Minh City) to present the French Government's Order of Academic Palms to Dr. Phan Thi San Ha - former head of the university's Department of Science, Technology and International Relations, and former director of the Asian Center for Water Studies (CARE).
Over 30 years of dedication to research.
After graduating from Ho Chi Minh City University of Technology in 1984, Ms. Phan Thi San Ha received a scholarship to study at Joseph Fourier University, Grenoble, and earned her PhD in Earth Sciences in 1993.
Dr. Phan Thi San Ha has dedicated over 30 years to the University of Technology, and with her competence and enthusiasm, she has brought the university many opportunities for cooperation with French partners. Most notably, she laid the foundation for the establishment of the CARE Center at the university in 2013 to develop joint research projects and training activities between organizations in Vietnam and Europe.
To date, the CARE Center in Vietnam is considered the best-performing center in the RESCIF network.

The Order of the Academic Palms is the oldest honor awarded to a citizen, officially recognized in the decree of March 19, 1808, establishing the Imperial University.
The decision to award the medal was made by decree of the Prime Minister, based on a proposal from the Minister of Education .
This is a prestigious medal awarded by the Republic of France to lecturers and scientists who have achieved significant research accomplishments at institutes/centers or universities, or who have made substantial contributions to the Franco-Vietnamese connection.
Dr. Phan Thi San Ha is one of the very few scientists in Vietnam to receive this medal.
High prestige within the research community.
Ambassador Olivier Brochet of the Republic of France to Vietnam said he admired Dr. Phan Thi San Ha for her qualities as a scientist, her great prestige in the research community, and her unwavering loyalty to her workplace.
He remarked that Ms. Ha is decisive and knows how to mobilize all the resources around her to solve technological and scientific challenges. With her valuable qualities and contributions to education and cooperation between Vietnam and France, Ms. Ha fully deserves the Order of the Academic Palms.
Expressing strong support from the French Government and the French Embassy, Ambassador Olivier Brochet highly appreciated the strategic vision of the University of Technology (Vietnam National University Ho Chi Minh City) in joining AUF 30 years ago.
They also stated that they will develop an action plan for the PFIEV program in the context of the rising popularity of semiconductors and artificial intelligence, as well as strive to lead research on environment and climate alongside the CARE Center; promote a network of expert connections and provide scholarships for student and faculty exchange programs...
Ms. Phan Thi San Ha was born on June 20, 1961. She graduated with a degree in geotechnical engineering from Ho Chi Minh City University of Technology in 1984; received a Master of DEA degree in geophysics and environmental mechanics from Grenoble 1 University, France in 1989; and a PhD in earth sciences from Grenoble 1 University, France in 1993.
Ms. Phan Thi San Ha worked at Ho Chi Minh City University of Technology from 1984 until her retirement, holding various positions: lecturer in the Faculty of Geology and Petroleum (from 1984), director of the Geotechnical Laboratory (1993 - 1999), deputy head of the Department of Science and Technology and Postgraduate Studies (2001 - 2002), head of the Department of Science and Technology and International Relations (2002 - 2007), and director of the CARE Center (2013 - 2017).
