From May 19, the Ordinance on Management and Protection of the Mausoleum Relic Site...

Decree No. 06/2025/UBTVQH15 of the National Assembly Standing Committee on Management and Protection of the Ho Chi Minh Mausoleum Relic Site officially takes effect from May 19.

This Ordinance consists of 6 chapters and 32 articles, regulating the long-term preservation and absolute safety protection of President Ho Chi Minh's body; the management and protection of works, areas and the organization of activities in the Ho Chi Minh Mausoleum Relic Site; the tasks, powers, regimes, policies and responsibilities of agencies, units, organizations and individuals in the management and protection of the Ho Chi Minh Mausoleum Relic Site.

Ho Chi Minh Mausoleum Relic Site

According to Article 2 of Decree No. 06/2025/UBTVQH15, the Ho Chi Minh Mausoleum Relic Site includes:

1. The Ho Chi Minh Mausoleum Relic Site is a complex of structures and areas of special political , historical, cultural, national defense and security value, including:

a) Ho Chi Minh Mausoleum and Ba Dinh Square;

b) Monument to Heroes and Martyrs at Bac Son Street, Ba Dinh District, Hanoi City (hereinafter referred to as Monument to Heroes and Martyrs);

c) President Ho Chi Minh Relic Site at Da Chong in Ba Vi District, Hanoi City (hereinafter referred to as Relic Site K9);

d) Projects to support and serve the long-term preservation and absolute safety protection of President Ho Chi Minh's body.

2. The scope and boundaries of the works and areas in Clause 1 of this Article shall comply with Government regulations and relevant laws.

The tasks of managing and protecting the Ho Chi Minh Mausoleum Relic Site are stipulated in Article 3 of the Ordinance on Management and Protection of the Ho Chi Minh Mausoleum Relic Site, including:

1. Preserve and absolutely protect the body of President Ho Chi Minh.

2. Manage and protect constructions and areas in the Ho Chi Minh Mausoleum Relic Site.

3. Manage, organize and protect activities in the Ho Chi Minh Mausoleum Relic Site.

The management and protection of the Ho Chi Minh Mausoleum Relic Site follows the following principles:

1. Comply with the Constitution and laws of the Socialist Republic of Vietnam, in accordance with international treaties to which the Socialist Republic of Vietnam is a member, ensuring the interests of the State, the rights and legitimate interests of organizations and individuals.

2. Under the absolute leadership in all aspects of the Communist Party of Vietnam ; the unified management of the State, Government and Prime Minister; and the direct direction of the Minister of National Defense.

3. Managing and protecting the Ho Chi Minh Mausoleum Relic Site is a special political task, the responsibility of the entire Party, the entire people, and the entire political system, in which the Ho Chi Minh Mausoleum Command is the core force.

4. Ensure scientific and historical values, and demonstrate the pure, simple, and people-friendly style of President Ho Chi Minh.

5. Combine management and protection with promoting the political, historical and cultural significance of the Ho Chi Minh Mausoleum Relic Site; promote the life and career of President Ho Chi Minh, study and follow Ho Chi Minh's ideology, morality and style.

Policy on management and protection of President Ho Chi Minh Mausoleum Relic Site

The State has special policies to promote the political, historical-cultural, national defense and security significance of the Ho Chi Minh Mausoleum Relic Site, including:

1. Prioritize ensuring and developing human resources, funding, infrastructure, medical and technical equipment systems to ensure long-term preservation and absolute safety of President Ho Chi Minh's body and security and safety in the management and protection of the Ho Chi Minh Mausoleum Relic Site;

2. Promote research and application of advanced and modern science and technology in the management and protection of the Ho Chi Minh Mausoleum Relic Site;

3. Develop and promulgate appropriate policies and regimes with specific characteristics and priorities for the force managing and protecting the Ho Chi Minh Mausoleum Relic Site.

State agencies in managing and protecting the Ho Chi Minh Mausoleum Relic Site are responsible for:

1. The Government unifies state management of the management and protection of the Ho Chi Minh Mausoleum Relic Site.

2. The Ministry of National Defense is the focal agency assisting the Government in performing state management of the management and protection of the Ho Chi Minh Mausoleum Relic Site and performing other responsibilities prescribed in this Ordinance.

3. Within the scope of its tasks and powers, the Ministry of Public Security shall coordinate with the Ministry of National Defense to perform the task of managing and protecting the Ho Chi Minh Mausoleum Relic Site.

4. Ministries, branches and localities, within the scope of their tasks and powers, are responsible for coordinating with the Ministry of National Defense to perform the task of managing and protecting the Ho Chi Minh Mausoleum Relic Site.

Prohibited acts

According to Article 8 of Decree No. 06/2025/UBTVQH15, the following acts are strictly prohibited:

1. Causing danger or threatening to harm security, safety, and activities in the Ho Chi Minh Mausoleum Relic Site.

2. Resisting or obstructing the performance of duties of the management and protection forces of the Ho Chi Minh Mausoleum Relic Site.

3. Causing insecurity and disorder; illegally gathering crowds in protected areas and targets in the Ho Chi Minh Mausoleum Relic Site.

4. Taking advantage of or abusing the performance of the task of managing and protecting the Ho Chi Minh Mausoleum Relic Site to violate the law, infringe upon the interests of the State, and the legitimate rights and interests of organizations and individuals.

5. Damaging or destroying structures or areas within the Ho Chi Minh Mausoleum Relic Site; damaging, destroying or appropriating equipment and means serving the task of managing and protecting the Ho Chi Minh Mausoleum Relic Site.

6. Disclosing confidential information related to the management and protection of the Ho Chi Minh Mausoleum Relic Site.
