From the Tan Trao Oath

Eighty years ago, the Tan Trao National Congress laid the foundation for the formation of the Vietnamese National Assembly. From the historical "oath stone" to the aspiration of building a modern rule-of-law state, it is a long journey of national faith and will. Hoang Thi Minh Phuong, Deputy Head of the Ethnic Minority Radio and Television Department of Tuyen Quang Province, shared her experience in recreating this historical flow through her award-winning work, the Dien Hong Prize.

- What motivated you and your team to undertake the research topic "From the Tan Trao Oath to the Era of Rule of Law - An 80-Year Journey of Faith and Aspiration"?

- All five members of our author team were born and raised in Tuyen Quang province and are extremely proud of the revolutionary traditions of our homeland. 2025 is a special year, marking the 80th anniversary of the Tan Trao National Congress - the predecessor of the Vietnamese National Assembly. Therefore, we have undertaken the special topic " From the Tan Trao Oath to the Era of Rule of Law - An 80-Year Journey of Faith and Aspiration ." This is a continuous story of the history of the Vietnamese revolution, from the events that laid the foundation for the Democratic Republic of Vietnam and the process of forming the Vietnamese National Assembly to the victory of the August Revolution. From the burdens of making a living during the subsidy period to the decisions at the 6th National Party Congress in 1986 that opened the Doi Moi (Renovation) period, transforming the economy to a socialist-oriented market mechanism, creating momentum for comprehensive development.

Furthermore, the significant progress of more than three decades of Doi Moi (Renovation) and the strong momentum from the 2025 Constitution with its two-tiered local government model emphasize the core values ​​of the rule of law, democracy, and the supervisory and critical responsibility of elected representatives, ensuring the legitimate rights and interests of the people.

We created this artwork to convey a message about the faith, aspirations, and will for development of the Vietnamese nation, a persistent continuation from the oath of independence at Tan Trao communal house to the goal of building a state of the people, by the people, and for the people in the new era.

- In commemoration of the 80th anniversary of the National Assembly, many journalistic works have explored this topic. How did you and your team of authors ensure that your work bears a unique and distinctive mark?

- Perhaps, the very place name of Tan Trao, Tuyen Quang, has left a distinctive mark on the work. This is where the Tan Trao National Congress took place - the predecessor of the Vietnamese National Assembly, and Tuyen Quang, along with the Viet Bac base area, became the center of leadership for the resistance, a place that fostered faith, will, and aspirations for independence and national reunification. From the spirit of this base area, we connect documents, characters, and stories, vividly illuminating them to portray the 80-year journey of the Vietnamese National Assembly in a seamless manner.

- Telling a historical story vividly through different layers of time is not easy, is it, madam?

- The biggest challenge for us is the scarcity of historical witnesses. We were fortunate to meet Mr. Hoang Ngoc, one of the rare surviving witnesses who recounted the events at Tan Trao years ago. We also uncovered some special details, such as Tuyen Quang being chosen as a pilot area for implementing the "Contract 10" system before its widespread deployment during the early period of the Doi Moi (Renovation) era.

In Part Two , "The Renovation Period and the Transformations," we met a former official from the Department of Agriculture who was directly involved in implementing the contract system at the Viet Tien Cooperative in An Tuong commune back then. This provided vivid evidence of the people's determination to overcome difficulties. Later stories included leveraging heritage values ​​for historical and cultural tourism in the former revolutionary base area, and the image of young officials readily volunteering to work in border communes when implementing the two-tiered local government model…

Among the characters featured in this work is National Assembly representative Ma Thi Thuy, Deputy Head of the Tuyen Quang Provincial National Assembly Delegation. She is a representative from an ethnic minority group, and during her interactions with constituents, she listened to many stories, thoughts, and aspirations of her ethnic minority constituents… Her heartfelt sharing greatly contributed to the completion of this special feature.

- Could you please share your feelings about your work being honored at the fourth Dien Hong Award ceremony?

Five years ago, I and some colleagues won the B Prize in the Journalism Award commemorating the 75th anniversary of the first general election to elect the Vietnamese National Assembly. This time, on the occasion of the 80th anniversary of the Vietnamese National Assembly, we were fortunate to win the Third Prize in the Dien Hong Award with our work " From the Tan Trao Oath to the Era of Rule of Law - An 80-Year Journey of Faith and Aspiration." For me, that is a source of immense happiness and emotion.

What we are most proud of is not just the award, but having contributed a local voice to the larger national narrative – the narrative of the Vietnamese National Assembly. A belief that originated 80 years ago before the oath-taking stone, we now want to affirm that Tuyen Quang is still striving to protect that belief in the new era.
