
The hardships of the dry and rainy seasons.
The locals are all too familiar with the dusty conditions of the dry season and the muddy conditions of the rainy season. The unfinished layers of earth and stone cause dust to fly everywhere when it's sunny, covering houses and fields. When it rains, the road turns into a slippery, muddy mess, making travel extremely difficult.
Ms. Nguyen Thi Lieu, from Hung Thanh hamlet, Thanh Binh Tho commune, said that when the project first started, everyone was excited and had high expectations, but as time passed, those expectations turned into disappointment.

“Many days, when it rains heavily, the road becomes muddy, and the children have to turn back home because they fall off their bikes, their clothes covered in mud. Out of love for our children and grandchildren, we each contribute a few hundred thousand dong to buy gravel and sand to fill in the small ditches, hoping to make the road less slippery. But that's only a temporary solution; it can't replace a properly constructed road. My greatest hope is that the authorities will soon pay attention and complete the project so that people can travel conveniently, our children can go to school safely, and life here will be less difficult,” Mrs. Lieu shared.
Sharing the same concerns, Mr. Lo Van Kim from Hung Thanh hamlet, Thanh Binh Tho commune, said that this road has become a common problem for the entire hamlet. In the dry season, dust flies everywhere, covering houses and fields. In the rainy season, mud and dirt flood the area, making it difficult for vehicles to move, and many people slip and fall, especially students riding bicycles.

The people have repeatedly petitioned the authorities to repair the road, but so far there has been no progress. "The people just want a new, sturdy road to make it easier to do business, transport agricultural products to the market, and for their children to go to school without worrying about falling off their bikes," Mr. Kim expressed.
It is known that the project to build a rescue and relief road on the left bank of the Con River, nearly 14 km long, extending from Dinh Son commune to Binh Son commune, Anh Son district (now Nhan Hoa commune to Tan Hop hamlet, Thanh Binh Tho commune), was invested in by the People's Committee of Anh Son district (formerly) with a total capital of 217 billion VND. The road was approved in 2010 with a construction time of 4 years; however, more than 15 years have passed, and only 3 km have been completed, with many sections still unfinished.
From motivator to barrier

Initially, the project was expected to open up trade opportunities, making it easier for local agricultural products to access markets, while also attracting investment and creating jobs for the people. However, in reality, instead of being a driving force for development, the road has become a major obstacle, hindering the daily lives and production of the people. People wanting to transport their agricultural products to the market now face increased time and costs due to the difficulty of vehicle movement.
Ms. Ngo Thi Huyen, Chairwoman of the People's Committee of Thanh Binh Tho commune, said that currently only 3 km of the road have been completed. Some sections located in the center of residential areas have been left unfinished for many years, affecting the lives of the people. Especially during the rainy season, the road becomes muddy, degraded, and slippery, posing a danger to road users. This is a crucial road for the locality, and they hope that relevant authorities will allocate funds to complete the road before the 2026 rainy season.

Reportedly, after the merger and the implementation of a two-tiered local government model, the project was transferred to the Nghe An Provincial Transport Project Management Board. According to a representative of the Nghe An Provincial Transport Project Management Board, the reason for the project's delay is a lack of funding and incomplete land clearance. Specifically, the project currently lacks approximately 65 billion VND to complete, along with 700 meters of land yet to be cleared. The investor is directing the construction unit to complete the unfinished sections and has submitted a request to the Nghe An Provincial People's Committee for additional funding.
A complete road is not just transportation infrastructure, but also a symbol of hope for a prosperous future. It's time for decisive action to turn expectations into reality, giving people back a truly meaningful road – a road of faith, development, and aspiration for progress.
