I- PURPOSE, REQUIREMENTS
1. Propagating, thoroughly grasping and disseminating the viewpoints, goals, tasks and solutions stated in Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation and leadership and direction documents of the Central and the province on science and technology development, innovation and digital transformation. Focus on widespread propaganda, raising awareness, affirming the correctness of the Party's guidelines and policies, the State's policies and laws; promoting the role and responsibility of Party committees, authorities, socio-political organizations at all levels as well as organizations, individuals and social communities in implementing breakthroughs in science and technology development, innovation and national digital transformation.
2. Through propaganda, create unity in the entire political system and society about the position, role and importance of science , technology and innovation development as the top important factor; breakthroughs in science and technology development, innovation and digital transformation are key factors determining the development of Son La province.
3. Clearly define functions and tasks, enhance proactiveness and efficiency, focus on innovating the content and methods of propagating Resolution No. 57-NQ/TW in accordance with the reality of localities, agencies and units. At the same time, strengthen coordination between agencies and units in deploying and implementing information and propaganda work on science and technology development, innovation and digital transformation.
4. Propaganda work needs to be conducted regularly, continuously, with focus and key points; information content must be updated and integrated with propaganda of the Party's policies and guidelines on science, technology, innovation and national digital transformation and socio -economic development programs, projects and plans of localities, agencies and units; forms of propaganda organization need to be diverse and suitable for the subjects.
II- PROPAGANDA CONTENT
1. Propaganda on the guiding viewpoints of the Resolution
- Developing science, technology, innovation and national digital transformation are the top important breakthroughs, the main driving force to rapidly develop modern productive forces, perfect production relations, innovate national governance methods, develop the socio-economy, prevent the risk of falling behind, and bring the country to breakthrough development and prosperity in the new era.
- Strengthen the comprehensive leadership of the Party, promote the combined strength of the entire political system, the active participation of entrepreneurs, businesses and the People in the development of science, technology, innovation and national digital transformation. Identify this as a profound and comprehensive revolution in all fields; implemented resolutely, persistently, synchronously, consistently and long-term with breakthrough and revolutionary solutions. People and businesses are the center, the main subject, resource and driving force; scientists are the key factor; the State plays a leading, promoting and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation.
- Institutions, human resources, infrastructure, data and strategic technology are the key and core contents, in which institutions are the prerequisite, need to be perfected and go one step ahead. Innovate the thinking of law-making to ensure management requirements and encourage innovation, eliminating the mindset of "if you can't manage it, then ban it". Focus on ensuring high-quality human resources for science, technology development, innovation and national digital transformation; have special incentive mechanisms and policies to attract talent. Develop infrastructure, especially digital infrastructure and digital technology on the principle of "modernity, synchronization, security, safety, efficiency, avoiding waste"; enrich and exploit the 3 potentials of data to the maximum, turn data into the main means of production, promote the rapid development of big databases, data industry, and data economy.
- Develop rapidly and sustainably, gradually become self-sufficient in technology, especially strategic technology; prioritize national resources for investment in science and technology development, innovation and digital transformation. Maximize Vietnam's potential and intelligence by quickly absorbing, assimilating, mastering and applying the world's advanced scientific and technological achievements; promote applied research, focus on basic research, move towards self-sufficiency and competitiveness in technology in a number of areas where Vietnam has demand, potential and advantages.
- Ensuring national sovereignty in cyberspace; ensuring network security, data security, and information security of organizations and individuals are consistent and inseparable requirements in the process of developing science, technology, innovation, and national digital transformation.
2. Propaganda about the objectives of the Resolution
- By 2030
+ Scientific potential and level: Scientific, technological and innovation potential and level are advanced in many important fields, among the leading groups among upper-middle-income countries; the level and capacity of technology and innovation of enterprises are above the world average; some fields of science and technology reach international levels. Vietnam is among the top 3 countries in Southeast Asia, the top 50 countries in the world in digital competitiveness and e-Government development index; the top 3 countries in Southeast Asia in research and development of artificial intelligence, the center for development of some digital technology industries and fields in which Vietnam has advantages. There are at least 5 digital technology enterprises on par with advanced countries.
+ The contribution of total factor productivity (TFP) to economic growth is over 55%; the proportion of high-tech product exports to the total value of exported goods reaches at least 50%. The scale of the digital economy reaches at least 30% of GDP. The rate of online public service use by people and businesses reaches over 80%; non-cash transactions reach 80%. The rate of enterprises with innovation activities reaches over 40% of the total number of enterprises. Science, technology and innovation make an important contribution to building and developing the cultural, social and human values of Vietnam, contributing to the human development index (HDI) maintaining above 0.7.
+ Research and development (R&D) expenditure reaches 2% of GDP, of which social expenditure accounts for more than 60%; at least 3% of total annual budget expenditure is allocated for science, technology, innovation, national digital transformation and gradually increased according to development requirements. The system of scientific, technological and innovation organizations is rearranged to ensure effectiveness, efficiency, and close linkage between research - application - training. Human resources for scientific research, technology development, and innovation reach 12 people per 10,000 people; there are 40 - 50 scientific and technological organizations ranked in the region and the world; the number of international scientific publications increases by an average of 10%/year; the number of patent applications and patent protection certificates increases by an average of 16 - 18%/year, the commercial exploitation rate reaches 8 - 10%.
+ Advanced, modern digital technology infrastructure, super large capacity, super wide bandwidth on par with advanced countries; gradually mastering a number of strategic technologies, digital technologies such as: Artificial Intelligence, Internet of Things (IoT), big data, cloud computing, blockchain, semiconductors, quantum technology, nano, 5G, 6G mobile information, satellite information and a number of emerging technologies. 5G coverage nationwide. Complete the construction of smart cities for centrally-run cities and a number of qualified provinces and cities. Attract at least 3 more leading technology organizations and enterprises in the world to set up headquarters, invest in research and production in Vietnam.
+ State management from central to local levels in the digital environment, connecting and operating smoothly between agencies in the political system. Complete the construction, connection, and synchronous sharing of national databases and industry databases; effectively exploit and use digital resources and digital data, and form a data exchange. Develop digital government, digital economy, digital society, digital citizens, and digital cultural industry to reach the world's highest level. Vietnam is among the leading countries in cyber security, safety, data security, and data protection.
- Vision to 2045
Science, technology, innovation and digital transformation have developed steadily, contributing to making Vietnam a developed, high-income country. Vietnam has a digital economy of at least 50% of GDP; is one of the digital technology industry centers of the region and the world; is among the top 30 countries in the world in innovation and digital transformation. The rate of digital technology enterprises is equivalent to that of developed countries; there are at least 10 digital technology enterprises on par with advanced countries. Attract at least 5 more leading technology organizations and enterprises in the world to set up headquarters and invest in research and production in Vietnam.
3. Propagating the tasks and solutions of the Resolution
(1) Raising awareness, making breakthroughs in innovative thinking, determining strong political determination, resolutely leading and directing, creating new impulses and new momentum in the whole society in developing science, technology, innovation and national digital transformation.
(2) Urgently and resolutely perfect institutions; eliminate all ideas, concepts, and barriers that are hindering development; turn institutions into a competitive advantage in science and technology development, innovation, and digital transformation.
(3) Increase investment and improve infrastructure for science, technology, innovation and national digital transformation.
(4) Developing and utilizing high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation.
(5) Promote digital transformation, application of science, technology, and innovation in the operations of agencies in the political system; improve the effectiveness of national governance and state management in all fields, and ensure national defense and security.
(6) Strongly promote science, technology, innovation and digital transformation activities in enterprises.
(7) Strengthen international cooperation in science and technology development, innovation and digital transformation.
III- FORMS OF PROPAGANDA
1. Propaganda in the press; electronic information pages of the Provincial Party Committee, the provincial electronic information portal, electronic information pages of departments, branches, the Provincial Fatherland Front Committee and socio-political organizations of the province; the province's digital transformation page...
2. Propaganda through regular activities of Party cells, activities of socio-political organizations; through publications such as: documents, books, newspapers, leaflets...; integrated into local and unit conferences; propaganda content must be appropriate and rich, it is possible to develop specialized documents suitable for specific audiences...
3. Propaganda through the grassroots information system, grassroots reporters and propagandists; radio system, mobile communication team.
4. Organize seminars, conferences, and scientific workshops to provide information, propaganda, exchange, discuss, answer and consult experts' opinions in implementing the Party's guidelines and policies, the State's policies and laws on science and technology development, innovation and national digital transformation.
5. Propaganda on digital platforms, the Internet, social networks (Facebook, Zalo, Youtube...).
6. Visual propaganda, creating slogans, banners, billboards, posters... placed in public places, densely populated areas such as: urban areas, industrial parks, agencies, schools, media - cultural centers of districts, towns, cities...
7. Organize competitions and contests to learn about knowledge and skills in science, technology, innovation and digital transformation in the province.
