Over the years, the emulation theme "Farmers compete in good production and business" in Cai Lay town, Tien Giang province has continuously grown and created farmers' trust in the Party and the State, contributing significantly to the implementation of the agricultural and rural development program to meet the aspirations of members and farmers in the town.
Implementing Resolution 19 dated June 16, 2022 of the 13th Party Central Committee on agriculture, farmers and rural areas to 2030, with a vision to 2045, the Cai Lay Town Party Committee and People's Committee have concretized it into the actual conditions of localities, issued resolutions to implement Resolution 19 and thoroughly disseminated it from the internal to the people, especially communes and wards with plans to implement economic restructuring in agriculture.

On that basis, in 2023, the town has synchronously implemented many solutions in many fields; including building and developing infrastructure, creating conditions for agricultural and rural development such as irrigation traffic associated with routes, closed dikes, electrification in daily life and production - business.
At the same time, focusing on economic restructuring in agriculture, production is growing rapidly, improving economic efficiency on the same unit area; scientific and technical advances have been transferred and applied to production such as crop varieties, livestock, intensive farming, crop rotation, intercropping, row sowing tools, rice drying, application of biotechnology achievements, IPM, 3 reductions 3 increases, 1 must 5 reductions, use of organic microbial fertilizers, biological drugs...
The Agricultural and Fisheries Extension Club was formed and gradually promoted its effectiveness, helping farmers update a lot of knowledge to apply in production practices, gradually creating quality and clean agricultural products in the direction of "Good Agricultural Practices - GAP - VietGAP", contributing to increasing the value and competitiveness of goods in line with the trend of international economic integration.
Along with that, the town effectively implemented many policies on capital loans, associated with the capital of the Farmers' Support Fund to create conditions for investment in production, creating many products for consumption and export. The Town Farmers' Association closely coordinated with the town's sectors to organize training and transfer science and technology to union members and members for application in crops and livestock. In particular, the experience, creativity and diligence in the work of farmers have created the basis for the emulation theme to develop better and better.

In addition, the Farmers' Association at all levels in the town also focused on propagating and mobilizing cadres and farmer members to participate in the effective implementation of the National Target Program on building new rural areas and civilized urban wards. Based on 18 criteria for building advanced new rural areas, the Association at all levels has identified and effectively implemented criteria directly related to farmers.
Accordingly, the Association at all levels directly propagated in the form of people's meetings, branch activities, seminars, science and technology transfer, self-governing People's Group meetings... 576 times, with 19,065 participants.
To improve the landscape and upgrade the appearance of rural roads, the Association at all levels planted flowers and trees on 9 roads and canals with 3,700 trees of all kinds; mobilized the installation of 32 lamp posts, contributed money and working days to build 2 new rural traffic bridges and repaired 5 roads, mobilized people to donate 1,920 m² of land and 660 working days from members and farmers to participate in the construction of rural works; mobilized support for over 2,200 gifts for households of cadres, members, and poor farmers in difficult circumstances.
Vice Chairman of Cai Lay Town People's Committee Doan Bao Ngoan said that in the coming time, the town will promote the restructuring of crops and livestock through projects, specifically in accordance with ecological conditions, ensuring productivity, quality and efficiency. The town proposes technical solutions, community awareness, environmental protection, sustainable economic efficiency and food safety and hygiene quality, encouraging the development of production and livestock.
At the same time, maintain vocational training classes on cultivation and animal husbandry for farmers, on that basis solve employment in rural areas, have measures to help policy families, poor and near-poor households improve their lives; properly resolve requirements on varieties, cultivation techniques, and protection of crops and livestock to ensure productivity, quality, efficiency and promptly resolve support policies for farmers.
At the same time, the town regularly consolidates and improves the quality of activities and work of agricultural officials, Agricultural Extension Clubs, Gardening Associations, and has measures to quickly multiply typical models widely, especially sustainable production farm models. At the same time, it promotes the role of coordination between the Farmers' Association - Economic Department - Agricultural Service Center to organize the transfer of science and technology, guide solutions to overcome damage caused by natural disasters and epidemics for crops and livestock; guide and transfer science and technology to farmers and organize short-term vocational training courses, evaluate the results and effectiveness after vocational training for rural workers; coordinate with banks and credit institutions to maintain forms and increase the loan rate for farmers.
