The Provincial People's Committee held its regular meeting in April 2026.

On the afternoon of April 29, 2026, the Provincial People's Committee held its regular monthly meeting for April 2026 to hear and give opinions on the implementation of socio-economic development tasks in April 2026, key tasks and solutions for May 2026, and other matters within its authority. Chief of the Provincial People's Committee Office, Dang Thanh Tung, reported on the results of implementing the conclusions of the regular Provincial People's Committee meeting in March 2026 and the specialized working sessions in April 2026.

The meeting heard the following items: a report on the implementation of the conclusions of the regular meeting of the Provincial People's Committee in March 2026 and the thematic working sessions in April 2026; and a summary of the document processing logs of departments , agencies, and localities.   Report on the socio-economic situation in April 2026, and key tasks and solutions for May 2026.   Report summarizing the first five years of implementing Action Program No. 11-CTr/HĐ dated March 10, 2021, of the Provincial Party Committee on implementing Resolution No. 55-NQ/TW dated February 11, 2020, of the Politburo on the orientation of the National Energy Development Strategy to 2030, with a vision to 2045.

Vice Chairman of the Provincial People's Committee Nguyen Van De gave his opinion on the plan to merge 7 single-member limited liability irrigation companies into Nghe An Irrigation Company Limited.

Vice Chairman of the Provincial People's Committee Phung Thanh Vinh requested a review and update of land data to ensure it is "accurate, complete, clean, and relevant."

Vice Chairman of the Provincial People's Committee Hoang Phu Hien requested that land clearance work be carried out effectively and that land mines be allocated to serve the projects.

Vice Chairman of the Provincial People's Committee Thai Van Thanh requested relevant departments to coordinate and review obstacles in paying salaries to contract teachers and staff.

According to Pham Hong Quang, Director of the Department of Construction ,   The Department will continue to carefully review the contents in order to effectively implement the tasks that have been set out.

According to Hoang Quoc Viet, Director of the Department of Agriculture and Environment , the focus will be on directing localities and units to ensure the conditions for organizing the summer-autumn crop production immediately after harvesting the spring rice crop; at the same time , strengthening inspection and guidance on preventing and controlling heatwaves and diseases in livestock.   feed

After listening to the reports and opinions expressed at the meeting, Chairman of the Provincial People's Committee Vo Trong Hai pointed out 06 achievements and 03 shortcomings and limitations that need to be addressed in the future.

Accelerate and expedite the disbursement of public investment funds.   

Chairman of the Provincial People's Committee Vo Trong Hai made the request.   In the coming period, all levels and sectors will focus their utmost efforts on the growth target. The working groups of the Provincial People's Committee will closely follow the plan, review the potential of each sector and field, and propose breakthrough and feasible solutions to accelerate development in the following months and quarters.

The Provincial People's Committee Vice Chairmen are requested to direct a review and compilation of which departments , agencies, localities, and management boards have not yet disbursed funds.   Public investment funds must be reported in detail once a week. Directors of departments and agencies must take responsibility for decisively directing all levels of government, especially at the commune level.   In the disbursement of public investment funds , the project owners are responsible for the disbursement results.   Regarding funding , focus on resolving difficulties, accelerating construction, and completing payment documents. Units with low disbursement rates must urgently develop plans to rectify the situation.

In addition, focus on completing the conditions for the timely commencement and implementation of key projects , paying particular attention to the Quynh Lap LNG Thermal Power Plant, the Vinh - Thanh Thuy Expressway, the VSIP 3 Industrial Park , multi-level boarding schools in border communes, and projects proposed by Sungroup… Require departments, agencies, localities, and investors to concentrate their efforts on thoroughly reviewing the preparation of necessary documents and procedures; focus on resolving difficulties and obstacles, and support investors and businesses.   in the implementation of projects . At the same time, direct localities to focus intensely on land clearance and the construction of resettlement areas... absolutely ensuring that the progress of the projects is not affected.

Vigorously implement the task of collecting budget revenue.

The Chairman of the Provincial People's Committee instructed the Department of Finance, the Tax Department, the Customs Department, and local authorities to implement comprehensive solutions to increase budget revenue and accelerate the collection of land use fees. They were also tasked with practicing thrift, combating waste, and strictly controlling budget expenditures to ensure spending is accurate, sufficient, and effective.

The Departments at the provincial, sectoral, and local levels are removing difficulties and obstacles to promote industrial production and bring production projects into operation as soon as possible .

The Department of Industry and Trade is strengthening inspections and supervision of petroleum business activities; ensuring a continuous supply for production and export goods transportation. It is coordinating with the electricity sector to ensure electricity supply for production and business ; and directing hydropower plants to ensure water resources for agricultural production and daily life, especially during the peak hot season.

In the field of urban planning and development, the Department of Construction guided and urged the completion of commune-level planning for submission to the Provincial People's Committee for approval ; and developed urban renovation projects in wards of the former Vinh City.

For the tourism industry, the province's orientation is to shift from small-scale, fragmented operations to attracting large corporations to invest in a systematic and professional manner, thereby creating a strong appeal for international tourists. Relevant sectors and localities are focusing on improving service quality and accelerating tourism development during peak season .

The health sector must reorganize its human resources system from the provincial to the grassroots level, implementing training and transferring doctors from large hospitals to lower-level facilities to improve professional skills. In particular, the recruitment of civil servants in the health and education sectors must be conducted openly through competitive examinations, absolutely preventing favoritism or cronyism, in order to ensure the highest quality human resources to serve the people.

Given the complex weather patterns, localities are proactively implementing measures to prevent forest fires and drought, while also accelerating the spring harvest to prepare for the summer-autumn crop production within the appropriate timeframe. They are also strengthening fire prevention and control efforts, and proactively developing plans for disaster response, rescue, and relief during the hot season throughout the province.
